Present: Senator Julie A. Rosen - Chair, Senator Bill Ingebrigtsen - Vice Chair, Senator Michelle R. Benson, Senator Bobby Joe Champion, Senator Mark Johnson, Senator Susan Kent, Senator Mary Kiffmeyer, Senator Melisa López Franzen, Senator John Marty, Senator Eric R. Pratt

Absent: No Members Absent

Senator Julie A. Rosen called the meeting to order at 8:37 A.M. on April 26, 2022 in Room 1200 of the Minnesota Senate Building. A quorum was present.

S.F. 3510: Senator Tomassoni: Higher education supplemental appropriations.

Senator Rarick spoke to SF 3510. 

Senator Ingebrightsen moved the A23 Amendment. 

Senator Tomassoni spoke to SF 3510, as amended. 

Senator Ingebrightsen renewed motion to adopt the A23 Amendment. On a voice vote, THE MOTION PREVAILED AND THE A23 AMENDMENT WAS ADOPTED. 


Senator Ingebrigtsen moved that S.F. 3510, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 3249: Senator Draheim: Mental health provider supervision grant program creation; Adult mental health initiatives modification.

Senator Draheim presented SF 3249. 

Senator Benson moved the A22 Amendment. Discussion. 

Senator Benson renewed motion to adopt the A22 Amendment. On a voice vote, THE MOTION PREVAILED AND THE A22 AMENDMENT WAS ADOPTED. 

Senator Benson moved the A20 Amendment. On a voice vote, THE MOTION PREVAILED AND THE A20 AMENDMENT WAS ADOPTED.

Senator Benson moved the A21 Amendment. Motion withdrawn. 

Dennis Albreight, Fiscal Analyst, gave an overview of the Senate 2022 Mental Health Proposals. 

Senator Benson moved the A21 Amendment. Discussion. 

Senator Benson renewed motion to adopt the A21 Amendment. On a voice vote, THE MOTION PREVAILED AND THE A21 AMENDMENT WAS ADOPTED. 

Senator Marty moved the A27 Amendment. Discussion. 

Senator Marty renewed motion to adopt the A27 Amendment. On a voice vote, the motion did not prevail and the A27 Amendment was not adopted. 

Senator Kent moved the A24 Amendment. A roll call vote was requested. The results were as follows: 

AYES: Marty, Champion, Kent, Lopez Franzen 

NAYS: Rosen, Benson, Johnson, Kiffmeyer, Pratt 

ABSENT: Ingebrightsen 

On a vote of 4 AYES and 5 NAYS, the motion did not prevail and  the A24 Amendment was not adopted. 

Senator Marty moved the A23 Amendment. A roll call vote was requested. The results were as follows: 

AYES: Marty, Champion, Kent, Lopez Franzen

NAYS: Rosen, Benson, Johnson, Kiffmeyer, Pratt 

ABSENT: Ingebrightsen 

On a vote of 4 AYES and 5 NAYS, the motion did not prevail and the A23 Amendment was not adopted. 

Senator Marty moved the A28 Amendment. A roll call vote was requested. The results were as follows: 

AYES: Marty, Champion, Kent, Lopez Franzen

NAYS: Rosen, Benson, Johnson, Kiffmeyer, Pratt

ABSENT: Ingebrightsen

On a vote of 4 AYES and 5 NAYS, the motion did not prevail and the A28 Amendment was not adopted. 

Senator Kent moved the A26 Amendment. A roll call vote was requested. The results were as follows: 

AYES: Marty, Kent, Lopez Franzen

NAYS: Rosen, Benson, Johnson, Kiffmeyer, Pratt 

ABSENT: Ingebrightsen, Champion 

On a vote of 3 AYES and 5 NAYS, the motion did not prevail adn the A26 Amendment was not adopted. 

Senator Benson moved SF 3249, as amended, be recommended to pass. A roll call vote was requested. The results were as follows: 

AYES: Rosen, Marty, Benson, Johnson, Kiffmeyer, Lopez Franzen, Pratt 

NAYS: Kent 

ABSENT: Ingebrightsen, Champion 

On a vote of 7 AYES and 1 NAY, the motion prevailed.
