Senator Julie A. Rosen called the meeting to order at 8:44 A.M., on April 7, 2022, in Room 1200 of the Minnesota Senate Building. A quorum was present.

S.F. 3510: Senator Tomassoni: Higher education supplemental appropriations.

Senator Rarick presented SF 3510. 

Hannah Grunwald, Fiscal Analyst, Minnesota Senate, gave an overview of the Higher Education Finance SF 3510 1st Engrossment spreadsheet. 

Joan White, Counsel, Minnesota Senate, gave an overview of the bill. 

Senator Ingebrightsen assumed the gavel at 8:48 A.M. 

Senator Pratt moved the A21 Amendment. 

Senator Rosen assumed the gavel at 8:59 A.M. 

Senator Pratt withdrew the A21 Amendment. 

Dennis Olson, Commissioner, Minnesota Office of Higher Educaiton, testifies. 

Senator Ingebrightsen moved the A22 Amendment. On a voice vote, THE A22 AMENDMENT WAS ADOPTED. 

Senator Marty moved the A17 Amendment. A roll call vote was requested. The results were as follows: 

AYES: Marty, Kent, Lopez Franzen

NAYS: Rosen, Ingebrightsen, Benson, Johnson, Kiffmeyer, Pratt

ABSENT: Champion

On a vote of 3 AYES, 6 NAYS, the motion did not prevail and the A17 Amendment was not adopted. 

Senator Lopez Franzen moved the A16 Amendment. A roll call vote was requested. The results were as follows:

NAYS: Rosen, Ingebrightsen, Benson, Johnson, Kiffmeyer, Pratt

On a vote of 4 AYES, 6 NAYS, the motion does not prevail and the A16 Amendment was not adopted.

S.F. 4025: Senator Rosen: Opioid settlement proceeds deposit and allocation authorization.

Senator Kent assumed the gavel at 9:50 A.M. 

Senator Rosen presented SF 4025. 

Eric Maloney, Assistant Attorney General, Office of Minnesota Attorney General, testified. 


Senator Rosen moved that S.F. 4025, be recommended to pass. - MOTION PREVAILED.

S.F. 4269: Senator Senjem: Public Utilities Commission submission dates modification for certain reports.

Senator Rosen assumed the gavel at 10:04 A.M.

Casey Muhm, Fiscal Analyst, Minnesota Senate, reviewed Energy and Utilities - SF 4269 spreadsheet. 

Carol Doyle Fontaine, Counsel, Minnesota Senate, gave an overview of the bill. 

Senator Marty moved the A10 Amendment. On a voice vote, the motion prevailed and THE A10 AMENDMENT WAS ADOPTED. 

Senator Marty moved the A15 Amendment. A roll call vote was requested. The results were as follows: 

AYES: Marty, Champion, Kent, Lopez Franzen

NAYS: Rosen, Ingebrightsen, Benson, Johnson, Kiffmeyer, Pratt

Senator Marty moved the A16 Amendment. 

Senator Marty moved an oral amendment to the A16 Amendment as follows: 

"Line 2.19 strike 2023, insert 2024."

A roll call vote was requested. The results were as follows: 

AYES: Marty, Champion, Kent, Lopez Franzen

NAYS: Rosen, Ingebrightsen, Benson, Johnson, Kiffmeyer, Pratt

ABSENT: -

On a vote of 4 AYES and 6 NAYS, the motion does not prevail and the A16 Amendment was not adopted. 

Senator Rosen moved SF 4269 be laid on the table, as amended. - MOTION CARRIED


H.F. 2746: Senator Howe: Hometown Heroes Act eligibility for participation clarification.

Senator Howe presented HF 2746. 

Senator Marty moved that H.F. 2746, be recommended to pass. - MOTION PREVAILED.

Senator Ingebrightsen moved SF 4269, as amended, off the table.

S.F. 4091: Senator Pratt: Supplemental appropriations for the Department of Employment and Economic Development, Workers\' Compensation Court of Appeals and Bureau of Mediation Services.

Senator Pratt presented SF 4091.

Senator Pratt moved the A7 Amendment.

Senator Pratt renewed the motion to adopt the A7 Amendment. On a voice vote, the motion prevailed and THE A7 AMENDMENT WAS ADOPTED.
