Senator David J. Tomassoni called the meeting to order at 1 p.m.

S.F. 964: Senator Rarick: Higher education projects specifications eligibility for grant funds.

Senator Rarick, chief author of S.F. 964, explained the bill (see summary, bill and handouts #1 and 2).  The title is as follows:

A bill for an act relating to higher education; specifying projects for which grant funds may be used; requiring a report; amending Laws 2014, chapter 312, article 1, section 4, subdivision 2.

Senator Rarick moved his author's amendment, SCS0964A-1 (see attached).  The MOTION PREVAILED and the A-1 AMENDMENT WAS ADOPTED.

Senator Rarick moved amendment SCS964A-3 (see attached).  The MOTION PREVAILED and the A-3 AMENDMENT WAS ADOPTED.

Testifying in support of S.F. 964, as amended, were the following:

    1) Dr. Jakub Tolar - University of MN Vice President of Clinical Affairs and Dean of the Medical School, former         Co-chair of Regenerative Medicine MN Board

    2) Dr. Andre Terzic, Co-chair of Regenerative Medicine MN Board (see handout #3)

Following questions and comments of committee members, the Chair announced that S.F. 964 would be laid over, as amended, for possible inclusion in the Higher Education omnibus bill.


S.F. 1103: Senator Putnam: Hunger free campus designation expansion and appropriation; expiration repeal.

Senator Putnam, chief author of S.F. 1103, explained the bill (see summary and bill).  The title is as follows:

A bill for an act relating to higher education; expanding the hunger-free campus designation; appropriating money; repealing expiration; amending Minnesota Statutes 2020, section 136F.245, subdivisions 1, 2; proposing coding for new law in Minnesota Statutes, chapter 137; repealing Minnesota Statutes 2020, section 136F.245, subdivision 3.

Senator Putnam moved his author's amendment, SCS1103A-3 (see attached).  The MOTION PREVAILED and the A-3 AMENDMENT WAS ADOPTED.

Testifying in support of S.F. 1103, as amended, were the following:

    1) Priscilla Mayowa, President of LeadMN (see handouts #4 and 5)

    2) David Thompson, Huskies Food Pantry Advisory Board - St. Cloud State University

    3) Gabe Hafemann, State Legislative Affairs Fellow - MN Student Association

Following comments and questions of committee member, the Chair announced that S.F. 1103, as amended, would be laid over for possible inclusion in the omnibus Higher Education bill.


S.F. 1301: Senator Tomassoni: Workforce development scholarships clarification and expansion.

Chair Tomassoni passed the gavel to Senator Rarick while he presented his bill, S.F. 1301 (see summary, bill and handout #6).  The title is as follows:

A bill for an act relating to higher education; clarifying and expanding workforce development scholarships; amending Minnesota Statutes 2020, section 136F.38, subdivision 3.

Senator Tomassoni moved his author's amendment, SCS1301A-2 (see attached). 

Joan White, Senate Counsel, explained the A-2 amendment.

The MOTION PREVAILED and the A-2 AMENDMENT WAS ADOPTED.

Testifying in support of S.F. 1103, as amended, were the following:

Following questions and comments from committee members, Senator Rarick announced that S.F. 1301, as amended, would be laid over for possible inclusion in the omnibus Higher Education bill.

Senator Rarick passed the gavel back to Chair Tomassoni.


S.F. 869: Senator Tomassoni: Higher education provisions modifications.

Senator Tomassoni, chief author of S.F. 869, presented the MN Office of Higher Education's policy bill (see summary and bill).  The title is as follows:

Senator Tomassoni moved his author's amendment, SCS0869A-2 (see attached). 

Joan White, Senate Counsel, explained the amendment as technical with exception of a few requests by the MN Office of Higher Education.

The MOTION PREVAILED and the A-2 AMENDMENT WAS ADOPTED.

Nekey Oliver, Government Relations Manager with the MN Office of Higher Education, presented an overview of the Agency's bill.

Marilyn Kosir, Manager of SELF and SELF Refi Programs, and Betsy Talbot, Institutional and Registration Licensing Manager, both with the MN Office of Higher Education, responded to members questions and comments.

Senator Tomassoni moved the SCS869A-1 amendment (see attached) and asked Lisa Timjon, Director of Legislative Relations with the MN Department of Health, to comment on the amendment.

Following discussion, the MOTION PREVAILED and the A-1 AMENDMENT WAS ADOPTED.

The Chair announced that S.F. 869, as amended, would be laid over for possible inclusion in the omnibus Higher Education bill.
