Minutes

Present: Senator David J. Tomassoni - Chair, Senator Jason Rarick - Vice Chair, Senator Gregory D. Clausen, Senator Michael P. Goggin, Senator John R. Jasinski, Senator Aric Putnam

Absent: No Members Absent

Senator David J. Tomassoni called the joint meeting of the Senate and House Higher Education Committees to order at 5 p.m.

This will be the Joint Committee on Regent Selection. The committee will recommend candidates for the Board of Regents to the Joint Convention of the Legislature.

Joan White, Senate Counsel, presented the Joint Committee Meeting Procedures (see attached).  The chair requested a voice vote to adopt the Procedures.  There were no objections and the Procedures were passed.

Dan Wolter, Chair of the Regent Candidate Advisory Council (RCAC), presented an overview of the RCAC process.

The following candidates from Congressional District 1 were nominated for recommendation by the RCAC:

    1) Val Aarsvold

    2) Dr. Ruth Johnson

The Chair asked if there were any other nominations at this time from District 1.  There being no further nominations, the Chair indicated that each candidate would be allotted two minutes for their presentations to committee members.  Following the presentations, 15 minutes would be allotted for interviews and the candidates would be allotted 90 seconds for their response. 

Candidate presentations for Congressional District 1, beginning in alphabetical order, were as follows (see candidate bios in the Regent Candidate Forum booklet attached):

    1) Val Aarsvold

    2) Dr. Ruth Johnson

A 15-minute question and answer session ensued.  Following the session, the Chair asked if any members objected to extending the Q & A by five minutes.  There were no objections.  Following five more minutes of Q & A, the Chair declared the session closed.

The Chair requested that the Senate legislative assistant (LA) take the roll call vote on the two candidates.  The vote was as follows:

    Chair Tomassoni votes JOHNSON

    Clausen votes JOHNSON

    Goggin votes AAARSVOLD

    Jasinski votes AARSVOLD

    Putnam votes JOHNSON

    Rarick votes AARSVOLD

The LA announced that the vote was 3 for Aarsvold and 3 for Johnson.                                             

The Chair requested that the House LA take the roll call vote on the two candidates.  The LA announced that the vote was 9 for Aarsvold and 10 for Johnson (see House minutes for members' votes).

A second roll call vote was taken as per rule #9 in the Joint Committee Meeting Procedures.

The Chair requested that the House LA take the second roll call vote.  The LA announced that the vote was again 9 for Aarsvold and 10 for Johnson.

The Chair requested that the Senate LA take the second roll call vote.

    Goggin votes AAARSVOLD

    Jasinski votes AARSVOLD

    Putnam votes JOHNSON

The LA announced that the vote was again 3 for Aarsvold and 3 for Johnson.

The Chair declared an impasse after two rounds of voting and indicated that the remaining candidates will be recommended to the Joint Convention as a slate, Aarsvold and Johnson for the 1st Congressional District.  On a unanimous voice vote the MOTION PREVAILED.

 

Chair Tomassoni turned the chair over to House Chair Bernardy for the Congressional District 4 candidate recommendations.

The following candidates from Congressional District 4 were nominated for recommendation by the RCAC:

    1) Daryl Alkire

    2) James Farnsworth

    3) Karen Schanfield

The Chair asked if there were any further nominations at this time from District 4.  There being no further nominations, the Chair indicated that each candidate would be allotted two minutes for their presentations to committee members.  Following the presentations, 15 minutes would be allotted for interviews and the candidates would be allotted 90 seconds for their response.

The LA announced that the vote was 2 for Alkire, 1 for Farnsworth and 3 for Schanfield (see House minutes for members' votes).

The Chair requested that the House LA take the roll call vote on the three candidates.  The LA announced that the vote was 11 for Alkire, 0 for Farnsworth and 8 for Schanfield.

The Chair announced that the candidate with the lowest votes, Farnsworth, shall be eliminated and called for a second round of voting. 

The House LA took the roll call vote on the remaining two candidates.  She announced that the vote was 11 for Alkire and 8 for Schanfield.

The Chair requested that the Senate LA take the roll call vote on the remaining two candidates.

The Chair asked if there were any further nominations at this time from District 6.  There being no further nominations, the Chair indicated that each candidate would be allotted two minutes for their presentations to committee members.  Following the presentations, 15 minutes would be allotted for interviews and the candidates would be allotted 90 seconds for their response.

    1) Dave Hoang

    2) Michael Hsu

    3) Kodi Verhalen

The LA announced that the vote was 0 for Hoang, 3 for Hsu and 3 for Verhalen.

The Chair requested that the House LA take the roll call vote on the three candidates.  The LA announced that the vote was 0 for Hoang, 8 for Hsu and 11 for Verhalen (see House minutes for members' votes).

The Chair announced that the candidate with the lowest votes, Hoang, shall be eliminated and called for a second round of voting. 

The House LA took the roll call vote on the remaining two candidates.  She announced that the vote was again 8 for Hsu and 11 for Verhalen.

The Chair requested that the Senate LA take the roll call vote on the remaining two candidates.

The LA announced that the vote was again 3 for Hsu and 3 for Verhalen.

The Chair declared an impasse after two rounds of voting and indicated that the remaining candidates will be recommended to the Joint Convention as a slate, Hsu and Verhalen for the 6th Congressional District.  On a unanimous voice vote the MOTION PREVAILED.

The Chair asked if there were any further nominations at this time from District 7.  There being no further nominations, the Chair indicated that each candidate would be allotted two minutes for their presentations to committee members.  Following the presentations, 15 minutes would be allotted for interviews and the candidates would be allotted 90 seconds for their response.

    1) Doug Huebsch

    2) Lucas Sjostrom

    3) Michael Yost

A 15-minute question and answer session ensued.  Following the Q & A, the Chair declared the session closed.

The Chair requested that the House LA take the roll call vote on the three candidates.  The LA announced that the vote was 11 for Huebsch, 0 for Sjostrom and 8 for Yost (see House minutes for members' votes).

The Chair requested that the Senate LA take the roll call vote on the three candidates.

The Chair announced that the candidate with the lowest votes, Sjostrom, shall be eliminated and called for a second round of voting. 

The House LA took the roll call vote on the remaining two candidates.  She announced that the vote was again 11 for Huebsch and 8 for Yost.

The Chair requested that the Senate LA take the roll call vote on the remaining two candidates.

The LA announced that the vote was 2 for Huebsch and 4 for Yost.

The Chair stated if there were no objections that a third round of voting would be omitted.  There were no objections and the Chair declared an impasse after two rounds of voting and indicated that the remaining candidates will be recommended to the Joint Convention as a slate, Huebsch and Yost for the 7th Congressional District.  On a unanimous voice vote the MOTION PREVAILED.
