Present: Senator D. Scott Dibble - Chair, Senator Kelly L. Morrison Vice Chair, Senator Jim Carlson, Senator Foung Hawj, Senator Jeff R. Howe, Senator John R. Jasinski, Senator Andrew R. Lang, Senator Jennifer A. McEwen, Senator Lindsey Port

Vice Chair Kelly L. Morrison called the meeting to order at 2:09pm.

S.F. 3157: Senator Dibble: Transportation Finance Omnibus - Committee Debate and Amendments.

Chair D. Scott Dibble took S.F.3157 from the table.

Chair Dibble presented S.F.3157.

The following individuals offered input and testimony:

Senator Jennifer A. McEwen moved the A4 amendment. Via voice vote, the motion prevailed and the A4 amendment was adopted.

Senator McEwen moved the A16 amendment. She then moved the following oral amendment to the A16 amendment: On line 1.6, delete “counsel” and insert “council.” Via voice vote, the motion prevailed and the oral amendment to the A16 amendment was adopted. Senator McEwen then renewed her motion on the A16 amendment, as amended. Via voice vote, the motion prevailed and the A16 amendment, as amended, was adopted.

Senator McEwen moved the A8 amendment. Via voice vote, the motion prevailed and the A8 amendment was adopted.

Senator Jim Carlson moved the A15 amendment. Senator Carlson then moved the following oral amendment to the A15 amendment: delete lines 1.28 and 1.29. Via voice vote, the motion prevailed and the oral amendment to the A15 amendment was adopted. Senator Carlson then renewed his motion on the A15 amendment, as amended. Via voice vote, the motion prevailed and the A15 amendment, as amended, was adopted.

Senator Foung Hawj moved the A6 amendment. Via voice vote, the motion prevailed and the A6 amendment was adopted.

Chair Dibble moved the A39 amendment. Via voice vote, the motion prevailed and the A39 amendment was adopted.

Chair Dibble moved the A5 amendment. Via voice vote, the motion prevailed and the A5 amendment was adopted.

Senator Hawj moved the A40 amendment. Via voice vote, the motion prevailed and the A40 amendment was adopted.

Senator Jeff R. Howe moved the A34 amendment. Via voice vote, the motion prevailed and the A34 amendment was adopted.

Ranking Member Senator John R. Jasinski moved A19 amendment. Via voice vote, the motion prevailed and the A19 amendment was adopted.

Senator Jasinski moved the A28 amendment. Senator Jasinski requested a rollcall on this motion, and one was granted. The committee voted as follows:

  • Yes: Dibble, Morrison, Jasinski, Howe, McEwen, Port, Carlson, Hawj
  • No: -
  • Absent: Lang, Coleman

With eight senators voting “yes” and zero voting “no,” the motion did prevail and the A28 amendment was adopted.

Senator Jasinski moved the A32 amendment. Senator Jasinski moved the following oral amendment: on line 1.3, delete “1,254,683,000” and insert “1,253,813,000” and line 1.4, delete “1,227,985,000” and insert “1,223,845,000.” Via voice vote, the motion prevailed and the oral amendment to the A32 amendment was adopted. Senator Jasinski renewed his motion on the A32 amendment, as amended. Via voice vote, the motion prevailed, and the amendment was adopted.

Senator Jasinski moved the A18 amendment. This was subsequently withdrawn.

Senator McEwen moved the A7 amendment. Via voice vote, the motion prevailed and the A7 amendment was adopted.

Senator Carlson moved the A10 amendment. Senator Carlson then moved the following oral amendment to the A10 amendment: delete line 1.4. On line 1.3, insert a period after the word “visible.”  The A10 was laid on the table.

Vice Chair Morrison recessed the committee at 3:40pm.

Vice Chair Morrison called the committee back from recess at 4:01pm.

The A10 amendment was taken off the table. Both motions were withdrawn by Senator Carlson and the A10 amendment not considered.

Senator Jasinski moved the A42 amendment. Via voice vote, the motion prevailed and the A42 amendment was adopted.

Senator Jasinski moved the A24 amendment. Via voice vote, the motion did not prevail and the A24 amendment was not adopted.

Senator Howe moved the A41 amendment. Via voice vote, the motion prevailed and the A41 amendment was adopted.

Senator Howe moved the A17 amendment. Senator Howe requested a roll call on the motion and roll call was granted. The committee voted as follows:

  • Yes: Jasinski, Howe
  • No: Dibble, Morrison, Carlson, Hawj, McEwen, Port
  • Absent: Lang, Coleman

With two senators voting “yes” and six voting “no,” the motion did not prevail and the A17 amendment was not adopted.

Senator Jasinski moved the A46 amendment. This was subsequently withdrawn.

Senator McEwen moved the A14 amendment. Via voice vote, the motion did not prevail and the A14 amendment was not adopted.

Senator Jasinski moved the A20 amendment. Senator Jasinski requested a rollcall on this motion, and one was granted. The committee voted as follows:

  • Yes: Jasinski, Morrison, Carlson, Howe, Lang
  • No: Dibble, Hawj, McEwen, Port
  • Absent: Coleman

With five senators voting “yes” and four voting “no,” the motion prevailed and the A20 amendment was adopted.

Chair Dibble moved the A27 amendment. Via voice vote, motion prevailed and the A27 amendment was adopted.

Chair Dibble moved the A36 amendment. Via voice vote, motion prevailed and the A36 amendment was adopted.

Senator Hawj moved the A43 amendment. This was subsequently withdrawn.

Senator Jasinski moved the A35 amendment. Senator Jasinski requested a rollcall on this motion, and one was granted. The committee voted as follows:

  • Yes: Jasinski, Howe, Lang
  • No: Dibble, Morrison, Carlson, Hawj, McEwen, Port
  • Absent: Coleman

With three senators voting “yes” and six voting “no,” the motion did not prevail and the A35 amendment was not adopted.

Senator Howe moved the A30 amendment. Senator Howe requested a rollcall on this motion, and one was granted. The committee voted as follows:

  • Yes: Jasinski, Howe, Lang
  • No: Dibble, Morrison, Carlson, Hawj, McEwen
  • Absent: Coleman, Port

With three senators voting “yes” and five voting “no,” the motion did not prevail and the A30 amendment was not adopted.

Senator Jasinski moved the following oral amendment: on lines 35.22, 36.5, 36.12, 36.26, 37.5, 38.8, and 39.21, delete “July 1,2024” and inset “July 1, 2025.” Via voice vote, the motion did not prevail, and the oral amendment was not adopted.

Vice Chair Morrison moved the A37 amendment. Via voice vote, the motion prevailed and the A37 amendment was adopted.

Senator Howe moved the A33 amendment. Via voice vote, the motion did not prevail and the A33 amendment was not adopted.

Senator Jasinski moved the A26 amendment. Senator Jasinski requested a roll call on the motion and roll call was granted. The committee voted as follows:

  • Yes: Jasinski, Howe
  • No: Dibble, Morrison, Carlson, Hawj, McEwen, Port
  • Absent: Lang, Coleman

With two senators voting “yes” and six voting “no,” the motion did not prevail and the A26 amendment was not adopted.

Senator Jasinski moved the A47 amendment. Senator Jasinski then moved the following oral amendment to the A47 amendment: on line 1.26, delete "2024" and insert "2023.” Via voice vote, the motion prevailed and the oral amendment to the A47 amendment was adopted. Senator Jasinski then renewed his motion on the A47 amendment, as amended.  Via voice vote, the motion prevailed and the A47 amendment, as amended, was adopted.

Senator Howe moved the A49 amendment. Senator Howe then moved the following oral amendment to the A49 amendment: on line 1.16, after “must”,” insert “Initiate a traffic stop and may.” Senator Howe requested a roll call on the proposed oral amendment. The committee voted as follows:

  • Yes: Jasinski, Howe
  • No: Dibble, Morrison, Carlson, Hawj, McEwen, Port
  • Absent: Lang, Coleman

With two senators voting “yes” and six voting “no,” the motion did not prevail and the A26 amendment was not adopted.

Chair Dibble moved the A38 amendment. Via voice vote, the motion prevailed and the A38 amendment was adopted.

Chair Dibble moved that S.F.3157 pass as amended and be referred to the Tax Committee. Via voice vote, the motion prevailed.
