Present: Senator Jennifer A. McEwen - Chair, Senator Grant Hauschild - Vice Chair, Senator Gene Dornink, Senator Glenn H. Gruenhagen, Senator Robert J. Kupec, Senator Bill Lieske, Senator John Marty, Senator Clare Oumou Verbeten, Senator Sandra L. Pappas, Senator Nathan Wesenberg

Senator Jennifer A. McEwen called the meeting to order at 1:01pm.

Call to Order


S.F. 1368: Senator Port: Energy code adoption modification for new commercial buildings.

Senator Lindsay Port joined the witness stand and presented Senate File 1368.

 

Senator John Marty moved the A-2 authors amendment.

            The motion passes along a voice vote and the amendment is adopted.

 

The following witnesses testified in favor of SF 1368:

            Brian Hoffman, Director of Building & Energy, City of St. Louis Park

            Sheri Hansen, American Institute of Architects

            Katie Jones, Community Programming and Policy Manager, Center for Energy & Environment

 

No witnesses signed up to testify in opposition to SF 1368.

 

Discussion.

 

Senator Glenn Gruenhagen offers the A-3 amendment.

            The A-3 amendment fails on a voice vote.

 

Senator Marty moves to recommend SF 1368 as amended, and that it be re-referred to Energy, Utilities, Environment & Climate.

            The motion passes on a voice vote.

 

Senator Marty moved that S.F. 1368, as amended, recommended to pass and re-referred to the Energy, Utilities, Environment, and Climate Committee. - MOTION CARRIED.

S.F. 73: Senator Port: Cannabis provisions modification.

Senator Clare Oumou Verbeten joined the witness stand to present Senate File 73.

Senator Gruenhagen moved the A-89 amendment.

            The amendment fails along a voice vote.

 

Senator Oumou Verbeten moved the A-91 amendment.

            Dan Solomon, Dual-Training Pipeline Manager, Minnesota Department of Labor and 

Industry, joined the witness stand to answer technical questions on A-91.

Senate Counsel Carlon Doyle Fontaine provides technical explanation on A-91.

            The motion passes on a voice vote and the A-91 amendment is adopted.

 

Senator Oumou Verbeten moved the A-93 amendment.

            The motion passes on a voice vote and the A-93 amendment is adopted.

 

Senator Oumoou Verbeten moved the A-92 amendment.

            The motion passes on a voice vote and the A-92 amendment is adopted.

 

Senator Oumou Verbeten moved the A-90 amendment.

            The motion passes on a voice vote and the A-90 amendment is adopted.

 

Senator Oumou Verbeten moved to recommend SF73 as amended for passage and that it be re-referred to the Senate Committee on State and Local Government and Veterans.

            The motion carried on a voice vote.

 

Senator Oumou Verbeten moved that S.F. 73, as amended, recommended to pass and re-referred to the State and Local Government and Veterans Committee. - MOTION CARRIED.
