Approval of the minutes from 3/5/26

The minutes from March 5, 2026, were approved as presented.

S.F. 3869: Senator Klein: Redevelopment area homestead credit establishment.

Testifier: Ryan Garcia – City Administrator, South St. Paul

Senator Rest moved that S.F. 3869, be laid over.

S.F. 3896: Senator Pha: Certain property conversion and certain property energy-efficient design tax credits establishment and appropriation.

Senator Hauschild moved the A-1 amendment. The motion prevailed and the amendment was adopted. Testifiers: April Graves – Mayor, City of Brooklyn Center

Senator Rest moved that S.F. 3896, as amended, be laid over.

S.F. 3865: Senator Putnam: AmeriCorps stipends and living allowances subtraction establishment provision.

Testifiers: Julia Quanrud – CEO, Serve Minnesota Alana Stimes – Executive Director of Minnesota Programs, Ampact

Senator Rest moved that S.F. 3865, be laid over.

S.F. 3980: Senator Hemmingsen-Jaeger: Local government debt financing modifications.

Senator Hemmingsen-Jaeger moved the A-1 amendment. The motion prevailed and the amendment was adopted. Testifiers: Joe Bagnoli – Minnesota Institute of Public Finance

Senator Hemmingsen-Jaeger moved that S.F. 3980, be recommended to pass. - MOTION PREVAILED.

S.F. 4044: Senator Nelson: Minnesota housing tax credit contributions eligible recipients modification.

Senator Rest moved that S.F. 4044, be laid over.
