Absent: Senator D. Scott Dibble

Senator Ann H. Rest called the meeting to order at 9:03 a.m.

Call to Order.

A quorum is present

Adoption of the minutes from 3/25/25.

The minutes from March 25, 2025, were approved as presented

S.F. 2083: Senator Xiong: Oakdale tax increment financing special rules authorization.

Testifier: John Stark – Special Projects Manager, Oakdale

Senator Rest moved that S.F. 2083, be laid over.

S.F. 2407: Senator Oumou Verbeten: St. Paul special rules proposal.

Testifiers: Melanie McMahon – Deputy Director, Planning and Economic Development Department, St. Paul

Senator Rest moved that S.F. 2407, be laid over.

S.F. 2463: Senator Dahms: Marshall tax increment financing special rules authorization.

S.F. 2378: Senator Dornink: Albert Lea city projects construction materials refundable sales and use tax exemption establishment.

Senator Weber moved the A-2 amendment. The motion prevailed, and the amendment was adopted Testifier: Ian Rigg – City Manager, Albert Lea

Senator Rest moved that S.F. 2378, as amended, be laid over.

S.F. 158: Senator Weber: Ellsworth Independent School District sales and use tax exemption for construction materials authorization.

Senator Weber moved the A-2 amendment. The motion prevailed, and the amendment was adopted

Senator Rest moved that S.F. 158, as amended, be laid over.

S.F. 2014: Senator Weber: Cottonwood County refundable exemption provision for construction materials for certain projects.

Senator Weber moved the A-1 amendment. The motion prevailed and the amendment was adopted

Senator Rest moved that S.F. 2014, as amended, be laid over.

S.F. 1969: Senator Hauschild: Exemption expansion for purchases by nonprofit snowmobile clubs.



Senator Rest moved that S.F. 1969, be laid over.

S.F. 2049: Senator Nelson: Rochester Public Utilities Advanced Metering Infrastructure Project certain electric meters and software exemption provision.
