Chair D. Scott Dibble called the meeting to order at 3:08pm. After each agenda item and before any action was taken, time was allowed for public testimony, amendments, and committee discussion.

S.F. 1904: Senator Johnson Stewart: Electric vehicles authorization to use high-occupancy and dynamic shoulder lanes without a fee.

Vice Chair Ann M. Johnson Stewart presented S.F. 1904 - Electric vehicles authorization to use high-occupancy and dynamic shoulder lanes without a fee. S.F. 1904 was laid over.

S.F. 2038: Senator Pha: Metropolitan Council small business programs application expansion and direct negotiation of certain contracts authorization provision.

On behalf of Senator Susan Pha, Chair Dibble presented S.F. 2038 - Metropolitan Council small business programs application expansion and direct negotiation of certain contracts authorization provision Testimony was heard from the following individuals: - Jody Jacoby, Metropolitan Council Chief Procurement Officer - Judd Schetnan, Metropolitan Council Government Affairs Director ( - Ashanti Payne, Metropolitan Council Chair Dibble moved that S.F. 2038 pass and be referred to the committee on State and Local government. Via voice vote, the motion prevailed.
