Senator Ann H. Rest called the meeting to order at 8:35 a.m.

Adoption of the minutes from 1/23/25

The minutes from January 23, 2025, were approved as presented.

Department of Revenue presentation on the Governor's 2025 Budget Proposal

Testifiers: Paul Marquart – Commissioner, Department of Revenue Joanna Bayers – Legislative Director, Department of Revenue

S.F. 249: Senator Johnson Stewart: Credit modification for attaining a master's degree in licensure field to include a master's degree in special education.

Testifiers: Stevie Middlebrook – Teacher, Metro Deaf School Alicia Lane – Government Relations Director, Minnesota Commission of the Deaf, DeafBlind & Hard of Hearing

Senator Rest moved that S.F. 249, be laid over.

S.F. 297: Senator Klein: Land clearing equipment tax exemption modification.

Testifiers: Greg Krogstad – CEO, Rainbow Tree Company Scott Frampton – CEO, Landscape Renovations

Senator Rest moved that S.F. 297, be laid over.

S.F. 46: Senator Rest: Exemption provision for income earned by certain nonresident employees.

Senator Rest offered an oral amendment: On line 2.20, delete “shall” and insert “must,” and on line 2.32, after “by” insert “the.” The motion prevailed, and the amendment was adopted. Testifiers: Gavin Hanson – Director of Fiscal and Economic Policy, Minnesota Business Partnership Geno Fragnito – Director of Government Relations, MNCPA Doug Lindholm – Special Counsel and Chair, STRI, Council on State Taxation

Senator Klein moved that S.F. 46, as amended, be laid over.
