Senator Ann H. Rest called the meeting to order at 9:01 a.m.

Call to Order

Approval of the minutes from 4/16/26

The minutes from April 16, 2026, were approved as presented.

S.F. 5139: Senator Rarick: Class 2 agricultural property classification modification to include certain farm wineries.

Testifier: Debbie Morrison – Co-Owner, Sapsucker Farms Yellow Belly Cidery

Senator Rest moved that S.F. 5139, be laid over.

S.F. 5010: Senator Hauschild: Property tax refunds increments by reduction of co-pay percentages.

Senator Hauschild moved the A-1 amendment. The motion prevailed, and the amendment was adopted.

Senator Rest moved that S.F. 5010, as amended, be laid over.

S.F. 5038: Senator Dibble: Onetime aid to reimburse certain city costs of federal enforcement actions establishment and appropriation.

Testifiers: Rachel Sayre – Director of Emergency Management, City of Minneapolis Julie Deschler – Mayor, City of Crystal Mark Bruley – Police Chief, City of Brooklyn Park

Senator Rest moved that S.F. 5038, be laid over.

S.F. 4631: Senator Latz: Hopkins special tax increment financing rules authorization.

Testifier: Kersten Elverum – Director of Planning and Development, City of Hopkins

Senator Rest moved that S.F. 4631, be laid over.

S.F. 5065: Senator Latz: Edina local sales tax revenues uses modification.

Senator Hauschild moved the A-4 amendment. The motion prevailed, and the amendment was adopted. Testifier: Scott Nelson – City Manager, City of Edina

Senator Rest moved that S.F. 5065, as amended, be laid over.
