Chair D. Scott Dibble called the meeting to order at 3:11pm.
S.F. 3988: Senator Dibble: Various transportation-related provisions modifications.
Chair Dibble gave the gavel to Vice Chair Ann M. Johnson Stewart for the duration of the hearing. For every amendment offered and motion made by Vice Chair Johnson Stewart, the gavel was held by Senator John R. Jasinski.
Chair Dibble presented the S.F. 3988 – the Transportation omnibus.
Chair Dibble moved the A1 delete-everything amendment. This was the amendment that nonpartisan staff walked through at the previous hearing on April 13. Via voice vote, the motion prevailed and the amendment was adopted.
Chair Dibble offered the A21 amendment. Chair Dibble moved the following oral amendment to the A21 amendment: On line 4.20, delete $191,000” and insert “$119,000” and on line 4.21 , delete “$189,000” and insert “$121,000.” Via voice vote, the motion prevailed and the oral amendment was adopted. Chair Dibble then moved the underlying A21 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Chair Dibble moved the A2 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Chair Dibble moved the A13 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Senator Jasinski moved the A3 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Senator Jasinski moved the A4 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Senator Carla J. Nelson offered the A5 amendment which was withdrawn.
Senator Robert D. Farnsworth moved the A17 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Senator Jennifer A. McEwen moved the A16 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Senator Jasinski moved the A10 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Vice Chair Johnson Stewart moved the A20 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Vice Chair Johnson Stewart moved the A15 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Vice Chair Johnson Stewart moved the A14 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Senator Nelson offered the A5 amendment that was previously withdrawn. She then moved the A23 amendment to the A5 amendment. Via voice vote, the motion prevailed and the A23 amendment was adopted. Senator Nelson then moved the underlying A5 amendment, as amended. Via voice vote, the motion prevailed and the A5 amendment was adopted.
Senator Nelson moved the A12 amendment. Via voice vote, the motion prevailed and the amendment was adopted.
Senator Jasinski moved the A6 amendment. Via voice vote, the motion did not prevail, and the amendment was not adopted.
Senator Jasinski moved the A8 amendment. Via voice vote, the motion did not prevail, and the amendment was not adopted.
Senator Jasinski moved the A7 amendment and requested a roll call which was granted. The following roll call vote was taken:
- Yes: Jasinski, Coleman, Farnsworth, Lang, Nelson
- No: Dibble, Johnson Stewart, Carlson, Hawj, Hemmingsen-Jaeger, McEwen
With five votes in favor and six against, the motion did not prevail and the A7 amendment was not adopted.
Chair Dibble moved that the S.F. 3988 pass as amended and be re-referred to the Committee on Finance. Via voice vote, the motion prevailed.
Senator Dibble moved that S.F. 3988, be recommended to pass and re-referred to the Finance Committee. - MOTION PREVAILED.
Vice Chair Johnson Stewart adjourned the committee at 4:56pm.
