Present: Senator D. Scott Dibble, Senator Steve Drazkowski, Senator Grant Hauschild, Senator Matt D. Klein, Senator Jeremy R. Miller, Senator Carla J. Nelson, Senator Aric Putnam, Senator Ann H. Rest, Senator Bill Weber

Absent: No Members Absent

Senator Ann H. Rest called the meeting to order at 9:01 a.m.

Call to Order.

A quorum is present

Adoption of the minutes from 4/24/25.


S.F. 219: Senator Abeler: Electric-assisted bicycle rebate program modification.

Senator Dibble moved to take S.F. 219 off the table. The motion prevailed. Senator Dibble moved to reconsider the A-5 amendment. The motion prevailed. Senator Dibble moved the A-11 amendment. The motion prevailed and the amendment was adopted. Testifier: Sarah Bronson – Assistant Commissioner, Department of Revenue

Senator Rest moved that S.F. 219, as amended, be laid over.

S.F. 2337: Senator Weber: Unobligated tax increment use clarification.

Testifiers: Tim Busse – Mayor, Bloomington Kyle Makarios – Minnesota State Building and Construction Trades

Senator Rest moved that S.F. 2337, be laid over.

S.F. 2530: Senator Hauschild: Orderly and environmentally responsible development of the states gas resources facilitation provision and appropriation.

Senator Hauschild moved the A-21 Amendment. The motion prevailed and the amendment was adopted Senator Hauschild moved to delete Article 3 to the bill as amended by the A-21 from S.F. 2530. The motion prevailed. Testifier: Rich Sve – Commissioner, Lake County

Senator Hauschild moved that S.F. 2530, be recommended to pass and re-referred to the Finance Committee. - MOTION PREVAILED.

S.F. 3405: Senator Rest: Pass-through entity tax expiration modification.



Senator Klein moved that S.F. 3405, be laid over.

S.F. 3413: Senator Rest: Certain property owned by an Indian Tribe property tax exemption establishment.

Testifier: Jamie Edwards – Mille Lacs Band of Ojibwe

Senator Klein moved that S.F. 3413, be laid over.
