Senator Ann H. Rest called the meeting to order at 8:40 a.m.

Call to Order.

A quorum is present

Adoption of the minutes from 4/9/25.

The minutes were approved as presented

S.F. 966: Senator Howe: Electric vehicle surcharge modification.

Testifiers: Carolyn Berninger – Drive Electric Minnesota Patrick Hynes – Attorney, Messerli and Kramer

Senator Rest moved that S.F. 966, be laid over.

S.F. 2688: Senator Johnson Stewart: Surcharge on all-electric vehicles modification.

Testifier: Margaret Donahoe – Executive Director, Minnesota Transit Alliance Senator Dibble moved S.F. 2688 be taken from the table. The motion prevailed Senator Dibble moved S.F. 2688 be recommended to pass and referred to the committee on Transportation. The motion prevailed

Senator Rest moved that S.F. 2688, be recommended to pass and re-referred to the Transportation Committee.

S.F. 2092: Senator Johnson Stewart: Kilowatt per hour tax enactment for electric vehicle charging.

Testifiers: John Thorson – Legislative Director and Political Coordinator, LIUNA Tony Kwilas – TK & Associates, Kwik Trip

Senator Rest moved that S.F. 2092, be laid over.

S.F. 2815: Senator Weber: Quarterly pharmacy tax refunds establishment.

Testifiers: Randy Shindelar – CFO, Sterling Specialty Pharmacy

Senator Rest moved that S.F. 2815, be laid over.

S.F. 447: Senator Rest: Consumer protection restitution account establishment provision, public compensation payments exclusion from certain calculations of income provision, certain data classified as public provision, and appropriation.

Senator Rest moved the A-15 amendment. The motion prevailed and the amendment was adopted

Senator Dibble moved that S.F. 447, be laid over.

S.F. 3237: Senator Rest: Professional Golfers' Association of America sponsored championship golf tournaments admission sales and use tax exemption provision.

Testifiers: Phil Anderson, Hazeltine Golf Club Adam Duninck – Minneapolis Downtown Council

Senator Dibble moved that S.F. 3237, be laid over.
