Present: Senator Jennifer A. McEwen - Chair, Senator Grant Hauschild - Vice Chair, Senator Gene Dornink, Senator Glenn H. Gruenhagen, Senator Robert J. Kupec, Senator Bill Lieske, Senator John Marty, Senator Clare Oumou Verbeten, Senator Sandra L. Pappas, Senator Nathan Wesenberg

Senator Jennifer A. McEwen called the meeting to order at 12:41pm.

S.F. 4125: Senator Dibble: Tending the Soil facility selecting planning and predesign appropriation.

 

The Labor Committee stands in recess pursuant to Senate Temporary Rule 12.5 at 12:42pm.

 

Chair McEwen called the committee back to order at 12:45pm.

 

Senator D. Scott Dibble presented Senate File 4125.

 

Senator Clare Oumou Verbeten moved the A-2 authors amendment.

            The A-2 is adopted along a voice vote.

 

The following individuals testified in favor of SF 4125, as amended:

            Rod Adams, the New Justice Project

            Deborah Prokopf, Minnesota Training Partnership

 

Discussion.

 

Senator Glenn Gruenhagen offered the A-3 amendment.

Senator Dibble accepted the A-3 as a friendly amendment.

The A-3 amendment is adopted along a voice vote.

Cat Salonek Schladt, Executive Director of Tending the Soil answered member questions.

 

SF 4125, as amended, is laid over.

 

Gavel is passed to Vice Chair Grant Hauschild at 1:10pm

 

Senator McEwen moved that S.F. 4125, as amended, be laid over.. - MOTION ADOPTED.

S.F. 5266: Senator McEwen: Supplemental appropriations and other provisions modification related to the Bureau of Mediation Services.

Senator Jen McEwen presented Senate File 5266.

 

Senator McEwen moved the A-2 DE amendment.

            The A-2 is adopted along a voice vote.

 

Senator McEwen moved the A-7 amendment.

            Senate Council Carlon Doyle Fontaine walked through the A-7 amendment.

                        The A-7 is adopted along a voice vote.

 

Senator McEwen moved the A-16 amendment.

            The A-16 amendment is adopted along a voice vote.

 

Erik Olafson, Senate Fiscal Analyst, walked through the change items in SF 5266.

 

The following individuals testified in favor of SF 5266, as amended:

            Government

 

Jen Claseman, Labor Relations Director for the Minnesota Department of Management and Budget testified on concerns related to SF 5226.

Senator Gene Dornink offered the A-10 amendment.

            Senator Dornink requested a roll call vote:

 

YEA: Hauschild, Dornink, Gruenhagen, Kupec, Lieske, Wesenberg

 

NAY: McEwen, Marty, Oumou Verbeten

 

Absent: Pappas

 

There being 6 yes votes and 3 no votes, the A-10 amendment is adopted.

 

Senator Dornink offered the A-9 amendment.

            Senator Dornink requested a roll call vote:

 

YEA: Hauschilld, Dornink, Gruenhagen, Kupec, Lieske, Wesenberg.


NAY: McEwen, Marty, Oumou Verbeten, Pappas.

 

There being 6 yes votes, and 4 no votes, the A-9 amendment is adopted.

 

Senator Bill Lieske moved the A-15 amendment.

 

Mr. Ringgenberg rejoined to answer member questions.

 

Christopher Dale, Senior System Director of Labor Relations for Minnesota State Colleges & Universities joined the committee to answer member questions.

 

Mr. Dale rejoined to answer more member questions.

 

Meg Lugar-Nikolai, Attorney with Education Minnesota joined the committee to answer member questions.

 

Senator Lieske renewed his motion to adopt the A-15 amendment.

            The A-15 amendment fails along a voice vote, and is not adopted.

 

Senator Gruenhagen offered the A-5 amendment

 

Senator Nathan Wesenberg moved an oral amendment to the A-5 amendment:

            Line 1.4 strike “20,000,000” and insert “-0-”.

            Line 1.5 strike “20,000,000” and insert”...”.

 

Senator Gruenhagen accepted the Wesenberg oral amendment as friendly.

            The Wesenberg oral amendment is adopted along a voice vote to the A-5.

 

Senator Gruenhagen asked for a roll call vote:

 

YEA- Dornink, Gruenhagen, Lieske, Wesenberg

 

NAY- McEwen, Hauschild, Kupec, Marty, Oumou Verbeten, Pappas

 

There being 4 yes votes, and 6 no votes, the A-5, as amended, is not adopted.

 

Senator McEwen moved the A-12 amendment.

 

Senator Hauschild moved an oral amendment to the A-12 amendment.

            Page 1, line 1.30 strike “develop” and insert “approve”.

 

Senator McEwen accepted the Hauschild oral amendment as friendly.

            The Hauschild oral amendment is adopted along a voice vote to the A-12.

 

Adam Hutchens, LiUNA Minnesota & North Dakota answered member questions related to the A-12 amendment.

 

Melissa Wolf, Executive Director of the Minnesota Cable Communications Association answered member questions related to the A-12 amendment.

NAY- Dornink, Gruenhagen, Lieske, Wesenberg

 

There being 6 yes votes and 4 no votes, the A-12 amendment, as amended is adopted.

 

Senator McEwen moved the A-3 amendment.

 

Senator Bill Lieske moved the A-14 amendment to the A-3 amendment.

 

Senator McEwen accepted the A-14 as a friendly amendment to the A-3.

            The A-14 is adopted to the A-3 amendment on a voice vote.

 

Senator McEwen renewed her motion to adopt the A-3 amendment as amended.

            The A-3, as amended, is adopted along a voice vote.

 

Senator Wesenberg moved the A-17 amendment.

 

Mr. Dale rejoined to answer member questions related to the A-17 amendment.

 

Senator Wesenberg requested a roll call vote:

 

YEA- Dornink, Gruenhagen, Lieske, Wesenberg

 

NAY- McEwen, Hauschild, Kupec, Marty, Oumou Verbeten, Pappas

 

There being 4 yes votes and 6 no votes, the A-17 amendment is not adopted.

 

Discussion.

 

SF 5226, as amended, is laid over.

 

Senator Hauschild moved that S.F. 5266, as amended, be laid over.. - MOTION ADOPTED.
