Senator Erin Maye Quade, DFL - Apple Valley, holds a press conference to detail a new state law that provides young Minnesotans protections from acts of grooming. House File 3489 was passed during the 2026 Legislative Session with bipartisan support in both the House and Senate. Several parts of the law take effect on August 1, 2026. Provisions include: · Establishing grooming as a standalone felony crime in state law · Providing felony violations for those in positions of authority and those employed or contracted by a school district · Adding grooming to the list of convictions that allow the Professional Educators Licensing and Standards Board (PELSB) and the Board of School Administrators (BOSA) to refuse to issue, refuse to renew, or automatically revoke a teacher's license · Appropriating roughly $1.45 million per fiscal year in ongoing funding to the Minnesota Department of Education to increase the capacity of investigating student maltreatment

Senator Erin Maye Quade, DFL-Apple Valley, is joined by advocates at the Minnesota State Capitol to highlight Minnesota’s ban on AI “nudification” technology, which takes effect on August 1, 2026. The legislation bans the use, advertisement, and dissemination of this technology in the state, allows victims of nudification to seek relief in civil court, and imposes heavy fines on individuals or organizations that facilitate unlawful access and use of the technology.
