relating to veterans affairs; modifying benefits available
1.6to veterans of the Secret War in Laos; directing the commissioner of veterans affairs to
1.7establish an eligibility process; making technical changes;amending Minnesota Statutes
1.82024, section 171.07, subdivision 15; Minnesota Statutes 2025 Supplement, sections 197.236,
1.9subdivision 9; 197.448, subdivisions 1, 2, by adding subdivisions.
1.10Reports the same back with the recommendation that the bill be amended as follows:
1.11Page 1, after line 7, insert:

1.12    "Section 1. Minnesota Statutes 2024, section 43A.11, subdivision 7, is amended to read:
1.13    Subd. 7. Ranking of veterans. Applicants who meet the minimum qualifications for a
1.14vacant position and claim disabled veteran's preference shall be listed in the applicant pool
1.15ahead of all other applicants. Applicants who meet the minimum qualifications for a vacant
1.16position and claim nondisabled veteran's preference shall be listed in the applicant pool
1.17after those claiming disabled veteran's preference and ahead of nonveterans. Applicants
1.18who meet the minimum qualifications for a vacant position and claim disabled veteran's
1.19preference, and who are also veterans of the Secret War in Laos, shall be listed in the
1.20applicant pool after all others claiming nondisabled veteran's preference, and ahead of
1.21nonveterans. Applicants who meet the minimum qualifications for a vacant position and
1.22who claim nondisabled veteran's preference, and who are also veterans of the Secret War
1.23in Laos, shall be listed in the applicant pool after veterans of the Secret War in Laos claiming
1.24disabled veteran's preference, and ahead of nonveterans. Each recently separated veteran
1.25who meets minimum qualifications for a vacant position and has claimed a veterans or
1.26disabled veterans preference must be considered for the position. The top five recently
1.27separated veterans must be granted an interview for the position by the hiring authority.
1.28    The term "recently separated veteran" means a veteran, as defined in section 197.447,
1.29who has served in active military service, at any time on or after September 11, 2001, and
1.30who has been honorably discharged from active service, as shown by the person's form
1.31DD-214."
1.32Renumber the sections in sequence
1.33Amend the title numbers accordingly
1.34And when so amended that the bill be recommended to pass and be referred to the full
1.35committee.
