Present: Senator Julie A. Rosen - Chair, Senator Bill Ingebrigtsen - Vice Chair, Senator Michelle R. Benson, Senator Bobby Joe Champion, Senator Mark Johnson, Senator Susan Kent, Senator Mary Kiffmeyer, Senator Melisa López Franzen, Senator John Marty, Senator Eric R. Pratt

Senator Julie A. Rosen called the meeting to order at 8:35 A.M. on May 12, 2022 in Room 1200 of the Minnesota Senate Building. A quorum was present.

S.F. 1257: Senator Benson: Background studies requirement exemption for licensed persons.

Senator Benson moved the A9 Amendment. Discussion. 

Senator Benson renewed the motion to adopt the A9 Amendment. On a voice vote, THE MOTION PREVAILED AND THE A9 AMENDMENT WAS ADOPTED. 

Eric Nauman, Fiscal Analyst, reviewed the fiscal note. 


Senator Benson moved that S.F. 1257, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 4131: Senator Ruud: Constitutional amendment providing for the renewal of the environment and natural resources trust fund.

Senator Ruud presented SF 4131. 

Eric Nauman, Fiscal Analyst, reviewed fiscal note and SF4131 lottery proceeds spreadsheet. 

Senator Marty moved the A8 Amendment. Discussion. 

Ben Stanley, Senate Counsel, spoke to A8 Amendment. 

Senator Marty renewed the motion to adopt the A8 Amendment. On a voice vote, the motion did not prevail and the A8 Amendment was not adopted. 


Senator Kiffmeyer moved that S.F. 4131, be recommended to pass and re-referred to the State Government Finance and Policy and Elections Committee. - MOTION PREVAILED.
