Senator Julie A. Rosen called the meeting to order at 8:36 A.M. on April 19, 2022, in Room 1200 of the Minnesota Senate Building. A quorum was present.

S.F. 3052: Senator Cwodzinski: Menstrual products access provided by school districts requirement; operating capital revenue to fund school district purchases of menstrual products increase; appropriating money.

Senator Cwodzinski presented SF 3052. 

Senator Marty moved the A4 Amendment. On a voice vote, the motion prevailed and THE A4 AMENDMENT WAS ADOPTED. 

Jenna Hofer, Fiscal Anaylst, Minnesota Senate, testified. 


Senator Marty moved that S.F. 3052, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 4113: Senator Chamberlain: E-12 policy and appropriations.

Senator Chamberlain presented SF 4113.

Senator Marty moved an oral amendment to the A40 Amendment as follows: 

"Delete Lines 1.2, 1.3, and 1.8". A roll call vote was requested. The results were as follows:

Senator Ingebrightsen recessed the committee at 11:05 A.M.

Senator Benson moved the A17 Amendment. On a voice vote, the motion prevailed and THE A17 AMENDMENT WAS ADOPTED. 

Senator Marty moved the A19 Amendment. 

Senator Port spoke to the A19 Amendment. 

Senator Marty renewed motion to adopt the A19 Amendment. On a voice vote, the motion did not prevail and the A19 Amendment was not adopted.


Senator Rosen moved that S.F. 4198, as amended, be laid on the table. - MOTION PREVAILED.

S.F. 4165: Senator Abeler: Human services provisions modification.

Senator Abeler presented SF 4165. 

Senator Benson moved the A42 Amendment. On a voice vote, the motion prevailed and THE A42 AMENDMENT WAS ADOPTED. 


Senator Benson moved that S.F. 4165, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 4410: Senator Abeler: Health and human services policy and appropriations.

Aly Hoffman Litchy, Counsel, and Liam Monahan, Fiscal Analyst, Minnesota Senate, reviewed the A27 Amendment. 

Senator Ingebrightsen moved the A35 Amendment to the A27 Amendment. On a voice vote, the motion prevailed and THE AMENDMENT TO THE AMENDMENT WAS INCORPORATED. 

Senator Ingbrightsen moved an oral amendment to the A27 Amendment as follows:

"Delete Section 101 on page 150."

On a voice vote, the motion prevailed and THE ORAL AMENDMENT TO THE A27 AMENDMENT WAS INCORPORATED. 

Senator Benson renewed the motion to adopt the A27 Amendment, as amended. On a voice vote, the motion prevailed and THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Senator Abeler offered an oral amendment to the A28 Amendment as follows:

"On Line 12.11, delete $225,000,000 and insert $253,001,000." 

Senator Benson moved to incorporate the oral amendment to the A28 Amendment. On a voice vote, the motion prevailed and THE ORAL AMENDMENT TO THE A28 AMENDMENT WAS INCORPORATED. 

Senator Benson moved the A33 Amendment. 

Senator Benson moved the A38 Amendment to the A33 Amendment. On a voice vote, the motion prevailed and THE A38 AMENDMENT TO THE A33 AMENDMENT WAS INCORPORATED AND THE A33 AMENDMENT, AS AMENDED, WAS ADOPTED. 

Senator Kent moved the A36 Amendment. A roll call vote was requested. The results were as follows:

Senator Rosen moved the A40 Amendment. 

Senator Rosen moved an oral amendment to the A40 Amendment as follows: 

"Page 3, Delete lines 3.29-3.32. Page 2, Keep striken language on lines 2.10-2.12 and delete new language on lines 2.12-2.15." 

On a voice vote, the motion prevailed and the ORAL AMENDMENT TO THE A40 AMENDMENT WAS INCORPORATED AND THE A40 AMENDMENT, AS AMENDED, WAS ADOPTED. 

Senator Ingebrigtsen moved that S.F. 4410, as amended, be amended with the contents of S.F. 4198, as amended, and staff be allowed to make technical and conforming changes. - MOTION PREVAILED

Senator Marty moved to amend Senator Ingebrightsen's motion by deleting Article 3, Sections 11 and 12 in S.F. 4198, as amended (relating to the Nurse Licensure Compact). A roll call vote was requested. The results were as follows: 

AYES: Marty, Champion, Kent, Lopez Franzen

NAYS: Rosen, Ingebrightsen, Benson, Johnson, Kiffmeyer 

ABSENT: Pratt

On a vote of 4 AYES, 5 NAYS, the motion did not prevail. 


Senator Ingebrigtsen moved that S.F. 4410, as amended, be recommended to pass. - MOTION PREVAILED.
