Senator Julie A. Rosen called the meeting to order at 8:34 A.M., on Monday, April 4, 2022 in Room 1100 of the Minnesota Senate Building. A quorum was present.

S.F. 4062: Senator Ingebrigtsen: Environment and natural resources appropriations.

Senator Ingebrightsen presented SF 4062.

Senator Ingebrightsen moved the A17 Amendment. 

Senator Marty moved an oral amendment to the A17 Amendment as follows:

"Strike lines 1.2 and 1.3 and insert "Page 67, delete lines 17-26".

Senator Marty renewed motion to amend the A17 Amendment. On a voice vote, the motion did not prevail. 

Senator Ingebrightsen renewed the motion to adopt the A17 Amendment. On a voice vote, the motion prevailed and THE A17 AMENDMENT WAS ADOPTED. 

Senator Ingebrightsen moved the A18 Amendment.

Senator Ingebrightsen renewed the motion to adopt the A18 Amendement. On a voice vote, the motion prevailed and THE A18 AMENDMENT WAS ADOPTED. 

Senator Johnson moved the A15 Amendement. 

Senator Johnson renewed the motion to adopt the A15 Amendment. On a voice vote, the motion prevailed and THE A15 AMENDMENT WAS ADOPTED. 

Senator Rosen recessed the committee at 9:17 A.M. 

Senator Rosen reconvened the committee at 10:20 A.M. 

Senator Ingebrightsen moved the A14 Amendment. 

Senator Ingebrightsen renewed the motion to adopt the  A14 Amendment. On a voice vote, the motion prevailed and THE A14 AMENDMENT WAS ADOPTED. 

Senator Marty moved the A20 Amendment. A roll call vote was requested. The results were as follows: 

AYES: Marty, Champion, Kent, Lopez Franzen 

NAYS: Rosen, Ingebrightsen, Benson, Johnson, Kiffmeyer, Pratt 

ABSENT: - 

On a vote of 4 AYES, 6 NAYS, the motion did not prevail and the A20 Amendment was not adopted. 

Senator Ingebrightsen moves SF 4062, as amended, be recommended to pass. A  roll call vote was requested. The results were as follows:

NAYS: Marty, Champion, Kent, Lopez Franzen

On a vote of 6 AYES, 4 NAYS, THE MOTION PREVAILED. 

Senator Ingebrigtsen moved that S.F. 4062, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 3994: Senator Draheim: Housing program eligibility modifications and appropriations.

Senator Draheim presented SF 3994. 

Dan Mueller, Fiscal Analyst, Minnesota Senate reviewed the 2022 Housing Supplemental Budget SF 3994 1st Engrossment spreadsheet. 

Jennifer Ho, Commissioner, Minnesota Housing, testified. 

Senator Lopez Franzen moved the A12 Amendment. A roll call vote was requested. 

Senator Lopez Franzed moved to lay the A12 Amendment on the table. 

Senator Rosen recessed the committee at 11:01 A.M. at the call of the Chair. 

Senator Rosen convened the committee at 12:10 P.M. 

Senator Lopez Franzen moved the A12 Amendment off the table. 

Senator Benson moved the A15 Amendment to the Amendment. A roll call vote was requested. The results were as follows:

Senator Franzen withdrew the A12 Amendment. 

Senator Marty moved the A13 Amendment. 

Senator Marty renewed the motion to adopt the A13 Amendment. On a voice vote, the motion did not prevail and the A13 Amendment was not adopted. 

Senator Marty moved the A14 Amendment. A roll call vote was requested. The results were as follows:

On a vote of 4 AYES, 6 NAYS, the motion did not prevail and the A14 Amendment was not adopted. 

Senator Rosen moved that S.F. 3994, as amended, be laid on the table.. - MOTION CARRIED.

S.F. 4019: Senator Westrom: Agriculture provisions modifications and appropriations.

Senator Westrom presented SF 4019.

Senator Ingebrightsen moved that the contents of Senate File 3994, as amended in this committee, be amended onto Senate File 4019, as amended, and staff be allowed to make technical and conforming changes. - MOTION PREVAILED.

Senator Ingebrigtsen moved that S.F. 4019, as amended, be recommended to pass. - MOTION PREVAILED.
