Present: Senator David J. Tomassoni - Chair, Senator Jason Rarick - Vice Chair, Senator Gregory D. Clausen, Senator Michael P. Goggin, Senator John R. Jasinski, Senator Aric Putnam

Absent: No Members Absent

Senator Jason Rarick, Vice-Chair, called the meeting to order at 1:25 p.m. A quorum was present.

S.F. 3510: Senator Tomassoni: Higher education supplemental appropriations.

The bill title is as follows (see bill):        

        A bill for an act relating to higher education; providing for supplemental funding for the Office of Higher

        Education, Minnesota State Colleges and Universities, and the University of Minnesota; creating and amending

        financial aid programs; appropriating money; requiring reports; amending Minnesota Statutes 2020, sections 

        136A.1796; 175.45, subdivision 1; Minnesota Statutes 2021 Supplement, sections 136A.121, subdivision 9;

        136A.1241, subdivision 5; 136A.1791, subdivision 5; Laws 2021, First Special Session chapter 2, article 1,

        section 2, subdivisions 1, 2, 8, 21, 24, 25, 26, 27, 36; proposing coding for new law in Minnesota Statutes,

        chapter 136A.

Senator Jasinski moved to amend S.F. 3510 (see delete everything amendment SCS3510A-3, the Higher Education Omnibus Bill).

Hannah Grunewald, Fiscal Analyst with Senate Counsel, outlined the Fiscal Year 2023 appropriations and the ongoing appropriations in the Omnibus Bill (see spreadsheet).

Joan White, Senate Counsel, explained the higher education policy provisions of the Omnibus Bill (see bill summary).

Testifying on the Higher Education Omnibus Bill were the following:

        1) Kate Perushek, Assistant Commissioner - MN Department of Labor and Industry

        2) Amy Walstien - MN Business Partnership

        3) Pat Benner - AFSCME Council 5, AFL-CIO

        4) Commissioner Dennis Olson - MN Office of Higher Education

Senator Tomassoni moved to amend the delete everything amendment (see document SCS3510A-4).

Joan White presented an overview of the A-4 amendment.

The MOTION PREVAILED and the A-4 AMENDMENT WAS ADOPTED.

Senator Rarick moved to amend the delete everything amendment, as amended (see document SCS3510A-12).

Comments from committee members ensued.

The MOTION PREVAILED and the A-12 AMENDMENT WAS ADOPTED.

Senator Jasinski moved to amend the delete everything amendment, as amended (see document SCS3510A-13).  The MOTION PREVAILED and the A-13 AMENDMENT WAS ADOPTED.

Senator Clausen commented on the low target number then moved to amend the delete everything amendment, as amended (see document SCS3510A-5).  He requested a roll call vote on the A-5 amendment and it was granted.  The vote was as follows:

        Rarick - NAY

        Clausen  - AYE

        Goggin - ABSENT

        Jasinski - NAY

        Putnam - AYE

        Tomassoni - NAY

There being 2 AYES and 3 NAYS, the MOTION FAILED and the A-5 AMENDMENT WAS NOT ADOPTED.

Questions and comments from committee members ensued.

Senator Putnam moved to amend the delete everything amendment, as amended (see document SCS3510A-6).  He requested a roll call vote on the A-6 amendment and it was granted.  He explained the A-6.  The vote was as follows:

        Rarick - NAY

        Clausen  - AYE

        Goggin - NAY

        Jasinski - NAY

        Putnam - AYE

        Tomassoni - NAY

There being 2 AYES and 4 NAYS, the MOTION FAILED and the A-6 AMENDMENT WAS NOT ADOPTED.

Senator Clausen moved to amend the delete everything amendment, as amended (see document SCS3510A-8).  He explained the A-8.

Hannah Grunewald gave an overview of the fiscal appropriations in the A-8 amendment.

Senator Clausen requested a roll call vote on the A-8 amendment and it was granted.  The vote was as follows:

        Rarick - NAY

        Clausen  - AYE

        Goggin - NAY

        Jasinski - NAY

        Putnam - AYE

        Tomassoni - NAY

There being 2 AYES and 4 NAYS, the MOTION FAILED and the A-8 AMENDMENT WAS NOT ADOPTED.

Senator Putnam moved to amend the delete everything amendment, as amended (see document SCS3510A-10).  He explained the A-10 and requested a roll call vote.  A roll call was granted and the vote was as follows:

        Rarick - NAY

        Clausen  - AYE

        Goggin - NAY

        Jasinski - NAY

        Putnam - AYE

        Tomassoni - NAY

There being 2 AYES and 4 NAYS, the MOTION FAILED and the A-10 AMENDMENT WAS NOT ADOPTED.

Senator Clausen moved to amend the delete everything amendment, as amended (see document SCS3510A-9).  He requested a roll call vote and it was granted.

There being 2 AYES and 4 NAYS, the MOTION FAILED and the A-9 AMENDMENT WAS NOT ADOPTED.

Senator Clausen moved to amend the delete everything amendment, as amended (see document SCS3510A-7).  He requested a roll call vote and it was granted.  

Hannah Grunewald explained the fiscal implications of the A-7 amendment and Joan White explained the policy provisions.

There being 2 AYES and 4 NAYS, the MOTION FAILED and the A-7 AMENDMENT WAS NOT ADOPTED.

Senator Putnam moved to amend the delete everything amendment, as amended (see document SCS3510A-11).  He explained the A-11 and requested a roll call vote.  A roll call was granted and the vote was as follows:

        Rarick - NAY

        Clausen  - AYE

        Goggin - NAY

        Jasinski - NAY

        Putnam - AYE

        Tomassoni - NAY

There being 2 AYES and 4 NAYS, the MOTION FAILED and the A-11 AMENDMENT WAS NOT ADOPTED.

Senator Rarick presented closing remarks and expressed that he wished the committee could accept all members' requests but we needed to stick to the target amount.

Senator Jasinski moved that the A-3 delete everything amendment, as amended, be adopted.  He requested a roll call vote and it was granted.  The roll call vote was as follows:

        Rarick - AYE

        Clausen - AYE

        Goggin - AYE

        Jasinski - AYE

        Putnam - NAY

        Tomassoni - AYE

There being AYES and 1 NAY, the MOTION PREVAILED and the A-3 AMENDMENT, AS AMENDED, WAS ADOPTED.

Comments from committee members ensued.

Senator Jasinski moved that S.F. 3510, as amended, be recommended to pass and re-referred to the Finance Committee (see committee report, document SS3510R).  The MOTION PREVAILED.

Senator Tomassoni expressed his thanks to members and staff for their work on the Omnibus Higher Education Bill.
