Senator Julie A. Rosen called the meeting to order at 8:33 A.M. on March 22, 2022, in Room 1200 of the Minnesota Senate Building. A quorum was present.

S.F. 2786: Senator Housley: Nursing homes and assisted living facilities employee bonuses provisions and appropriation; Long-term care provisions addition.

Dennis Albrecht, Fiscal Analyst, reviewed the fiscal note. 

Senator Ingebrightsen moves the A15 amendment. Motion withdrawn. 

Senator Ingebrightsen moved the A15 Amendment. On a voice vote, THE MOTION PREVAILED AND THE A15 AMENDMENT WAS ADOPTED. 

Senator Ingebrightsen moved the A16 Amendment to the Amendment. On a voice vote, THE MOTION PREVAILED AND THE A16 AMENDMENT TO THE AMENDMENT WAS ADOPTED. 

Senator Housley and Senator Abeler presented SF 2786, as amended. 


Senator Benson moved that S.F. 2786, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 3081: Senator Newman: State general sales tax revenue related to motor vehicle repair and replacement parts allocation exclusively to fund roads.

Senator Kiffmeyer moved the A1 Amendment. On a voice vote, THE MOTION PREVAILED AND THE A1 AMENDMENT WAS ADOPTED. 

Senator Newman presented SF 3081, as amended. 

Krista Boyd, Fiscal Analyst, presented. 


Senator Rosen moved that S.F. 3081, as amended, be laid on the table. - MOTION PREVAILED.

S.F. 3086: Senator Howe: Allocation modification of sales tax revenue related to motor vehicle repair and replacement parts.

Senator Howe presented SF 3086. 

Senator Ingebrightsen moved the A1 Amendment. On a voice vote, THE MOTION PREVAILED AND THE A1 AMENDMENT WAS ADOPTED.


Senator Rosen moved that S.F. 3086, as amended, be laid on the table. - MOTION PREVAILED.

H.F. 3420: Senator Westrom: Rural Finance Authority revolving loan account for drought relief, veterinary diagnostic laboratory equipment, deer farming compensation and agricultural emergency account transfer appropriation.

Senator Westrom presented SF 3479. 

Hannah Gruenwald, Fiscal Anayst, and Laura Paynter, Senate Counsel, reviewed the bill.

Tom Petersen, Commissioner, Minnesota Department of Agriculture, testified.

Senator Ingebrightsen moved the A7 Amendment. On a voice vote, THE MOTION PREVAILED AND THE A7 AMEDNMENT WAS ADOPTED. 

Senator Johnson moved that SF 3479, as amended, be laid on the table. MOTION PREVAILED

Senator Westrom presented HF 3420. 

Senator Johnson moved to to amend HF 3420 by deleting everything and inserting the contents of SF 3479, as amended. MOTION PREVAILED.

 


Senator Johnson moved that H.F. 3420, as amended, be recommended to pass. - MOTION PREVAILED.
