Senator Julie A. Rosen called the meeting to order at 12:01pm.

S.F. 383: Senator Abeler: Omnibus human services reform budget bill.

Senator Abeler introduced SF383.
Senator Ingebrigtsen moved the A40 Amendment.
Pat Hauswald and Liam Monahan, Senate Counsel, provided a walkthrough of the A40 Amendment.
The A40 Amendment was adopted.
Commissioner Jodi Harpstead, Minnesota Department of Human Services, provided testimony.
Discussion.
Dennis Albrecht, Senate Counsel, provided a walkthrough of the spreadsheets.
Senator Pratt moved the Committee into recess at 1:43pm.
The Committee returned from recess at 1:57pm.
Senator Franzen moved the A35 Amendment.
Discussion.
The A35 Amendment was adopted.
Senator Pratt moved the A37 Amendment.
Discussion.
The A37 Amendment was adopted.
Senator Kiffmeyer moved the A41 Amendment.

Senator Rosen moved the Committee into recesse at 2:34pm.
The Committee returned at approximately 3:00pm.
Senator Pratt moved SF 383 be amended to include an appropriations article that incorporates the riders shown on the spreadsheet for SF 383, and that staff be instructed to prepare the article using the SCS2360A42 amendment, with instructions to conform the article to the SF 383 spreadsheet.
The scs2360A42 amendment was adopted.


Senator Pratt moved that S.F. 383, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 2360: Senator Benson: Omnibus health and human services policy and finance bill.

Senator Benson introduced SF2360.
Senator Benson moved the A29 amendment.
The A29 amendment was adopted.
Minnesota Department of Health, Commissioner Jan Malcom, provided testimony.

Senator Benson moved to adopt and incorporate SF383 into SF2360. - Motion prevailed.

The A42 amendment was adopted.
Senator Benson moved to adopt the combined spreadsheet prepared by Mr. Albrecht and instructed staff to make the necessary technical and conforming changes to SF2360. - Motion prevailed.

Senator Marty requested a roll call. Roll call granted.
With there being 6 Yes and 4 No, SF2360, as amended, is passed to the floor.
Senators voting Yes were: Rosen, Ingebrightsen, Benson, Johnson, Kiffmeyer and Pratt.
Senators voting No were: Marty, Champion, Franzen, and Kent.


Senator Benson moved that S.F. 2360, be recommended to pass. - MOTION PREVAILED.

S.F. 1160: Senator Rosen: Minnesota Telehealth Act; task force on creating a person-centered telepresence strategy establishment; appropriating money.

Senator Rosen introduced SF1160.
Senator Rosen moved the A26 amendment.
The A26 amendment was adopted.


Senator Rosen moved that S.F. 1160, as amended, be recommended to pass. - MOTION PREVAILED.
