Present: Senator Andrew Mathews - Chair, Senator Warren Limmer - Vice Chair, Senator Bruce D. Anderson, Senator Karla Bigham, Senator Jim Carlson, Senator Mark Johnson, Senator Ron Latz, Senator Torrey N. Westrom

Senator Andrew Mathews called the meeting to order at 1:03 PM.

Call to Order


S.F. 745: Senator Limmer: Products and supplies made, sold, or donated in response to COVID-19 liability limitation; COVID-19 related claims minimum injury requirements authorization; premises liability related to COVID-19 clarification; COVID-19 government-issued guidance conduct compliance liability preclusion.

Senator Limmer moves SF 745 be passed and sent to general orders, but would like to amend it with the A-1 author’s amendment. 

 

Motion prevails, and the amendment is adopted. 

 

Senator Limmer introduces SF 745, and testifiers.

 

Cary Silverman American tort reform association, testifying in support of this bill.  

 

Beth Kadoun, Representing the Mn Chamber of Commerce testifying in strong support of this bill. 

 

Mike Hickey representing the National Federation of the Independent of Business supporting SF 745.

Chris Messerli, a Minnesota Lawyer and the Former President of the Minnesota Association for Justice opposes the bill.

 

Suzanne Scheller, representing Long-term Care Providers in Minnesota, opposing SF 745.

Senator Limmer moves to lay the bill on the table.

 

The motion to lay SF 745 on the table prevails.
