Present: Senator Andrew Mathews - Chair, Senator Warren Limmer - Vice Chair, Senator Bruce D. Anderson, Senator Karla Bigham, Senator Jim Carlson, Senator Mark Johnson, Senator Ron Latz, Senator Torrey N. Westrom

Senator Andrew Mathews called the meeting to order at 1:07 PM.

Call to Order


S.F. 652: Senator Kiffmeyer: Election judges lists with party affiliation submission to secretary of state requirement.

Senator Kiffmeyer introduces her bill, SF 652.

 

Member discussion.

 

Ms Premo proposes deleting 1.20 and on line 1.21 deleting everything before notwithstanding

Line 1.22 deleting the and single and inserting a, and 

 

Senator Kiffmeyer would like to accept this as a friendly amendment. 

 

Ms Premo will check her work to submit either an oral amendment or a written amendment.

Senator Limmer will move the oral amendment as read by council.

 

Senate Council reads the oral amendment for the Committee for the final time.

Page one delete paragraph b insert:

"Not withstanding the secretary of state must provide a list of politically affiliated election judges to the chair of the respective political party. The list must be provided to the chair within 14 through 21 days after the election. This list may only be used for activities related to elections or political activity."

 

Proceeding to a vote, motion prevails and the oral amendment is adopted unanimously. 

 

Senator Kiffmeyer give closing remarks, and thanks the committee.

 

Senator Limmer moves that SF 692 be recommended to pass and placed on general orders.

Senator Limmer moved that S.F. 652, as amended, be recommended to pass. - MOTION PREVAILED.

S.F. 1253: Senator Chamberlain: Online content discrimination prohibition and civil action authorization.

Senator Chamberlin introduces SF 1253. 

 

Mr. Hinderaker is the president of the Center for the American Experiment, and is testifying in support of SF 1253.

 

Colleen Daley Midwest Director of Government Affairs for Internet Association testifies against SF 1253. 

 

Tyler Diers, the Executive Director for Technet testifying against SF 1253. 

 

Carl Szabo, the Vice President and General Counsel for Technet, he is also an adjunct professor at the Antonin Scalia School of Law of George Mason testifying against SF 1253.

Senator Westrom requests a roll call to be printed in the journal. 3 votes (Senator Westrom, Senator Latz, and Senator Bigham) were counted in support of a roll call, and roll will be taken.

 

Senator Westrom moves that SF 1253 be recommended to pass and placed on general orders.

S.F. 697: Senator Bigham: Marriage license in-person appearance requirement removal.

Senator Bigham makes her opening remarks regarding SF 697.

 

Michelle Ashe currently serves as the elected County Recorder from Sherburne County, and is testifying in support of this bill. 

 

Betty Kamolz from Brown County, Minnesota, is testifying in support of SF 697 on behalf of the Minesota County Clerk Legislators Association.

Senator Bigham renews her motion that SF 697 be recommended to pass and sent to general orders.

 

Motion prevails, and the bill is sent to the floor.
