Senator Patricia Torres Ray called the meeting to order at 12:10 p.m. SF 2692 (Cohen) - Early learning scholarships appropriation availability expansion and appropriations. Testifiers on the bill: Denise Mayotte, Exec. Dir., Sheltering Arms Foundation Nancy Hylden, lobbyist, MinneMinds Carol Miller, Sr. Human Services Manager, Hennepin County. Daron Korte, Director of Government Relations, Department of Education. Rob Grunewald, economist, formerly of the Federal Reserve Bank. Senator Nelson moves an oral amendment to strike the language on page 1 line 23 after the period and the following line 24 on page 1. The motion did not prevail. Senator Nelson calls a division. With a division of 6 ayes and 9 nayes, the amendment does not prevail. Senator Torres Ray moves an oral amendment on page 3, line 6, insert "culturally relevant" after "comprehensive". Motion Prevailed. Amendment is adopted. Senator Nelson moves the A1 amendment. Motion Prevails. Amendment is adopted. Senator Torres Ray moves SF 2692 (Cohen) - Early learning scholarships appropriation availability expansion and appropriations as amended to pass & be referred to Health, Human Services & Housing. Motion Prevailed. SF 2646 (Dahle) - Teacher licensure testing requirements clarification. SF 1889 (Torres Ray) - Early childhood and family, kindergarten through grade 12 and adult education policy and technical changes. Bjorn Arneson, Senate Counsel, gave an overview of Delete-all amendment. Public testimony was heard. Elaine Keefe, representing the MN Libraries Assoc. testified. No action was taken on the bill.
