Jon Tollefson, Manager of Public Policy, Minnesota High Tech Association (MHTA) Senator Nelson moves an oral amendment to SF 897, to un-strike line 2.12 ‘complete by June 30th, 2013.’ Senator Torres Ray clarifies that changes will only apply to section C in line 2.12 to line 2.20. Discussion. Senator Nelson withdraws oral amendment. Senator Carlson moves an oral amendment to add ‘and’ between the words ‘online learning ‘and ‘digital council.’ Motion prevails. Amendment is adopted. Senator Carlson moves that SF 897 (Carlson) - Online learning advisory council provisions modifications-to be recommended to pass and re-referred to the Finance Committee. Motion prevails. Senator Clausen moves to reconsider SF 1224 Basic skills requirements for teacher candidates and licensure clarification; teacher licensure advisory task force establishment. Senator Thompson requests a roll call on this motion. With a roll call of 8 Y 6 N. Motion is adopted. SF 1224 is reconsidered. Senator Dahle moves the A6 amendment. Motion prevails. Amendment is adopted. Senator Nelson moves an oral amendment to strike ‘public’ from line 3.18. Senator Nelson requests a roll call. 7Y 7N. Motion does not prevail and the amendment is not adopted. Senator Wiger moves an oral amendment to the A6 amendment, insert ‘board approved’ in lines 5.9, 5.11, 5.14 and 5.20 between words Minnesota and Teachers A6 amendment to add ‘all board approved MN teacher program.’ Motion approved. Oral amendment to the amendment is adopted. Senator Thompson moves an oral amendment to the A 6 amendment to strike the word ‘a’ to ‘1’ in line 1.9. Senator Thompson requests a roll call. Senator Thompson withdraws the amendment. Senator Thompson moves an oral amendment to the A 6 amendment to strike the word ‘a’ to ‘3’ in line 1.9. Senator Thompson requests a roll call. Senator Torres Ray states that counsel suggested that the oral amendment should be made to SF 1224, otherwise it will not be engrossed correctly. Senator Torres Ray suggest that they return to Senator Thompson’s oral amendment once the committee moves from the A 6 amendment and takes up SF 1224. Counsel explains changes that have to be made in SF 1224 in able to adopt Senator Thompson’s oral amendment. Senator Thompson withdraws the amendment. Senator Dahle moves to adopt the A6 amendment. Motion prevails and the amendment is adopted. Senator Thompson moves to make an oral amendment to SF 1224 to add ‘no more than two times’ after the word ‘license’ in lines 2.13 and 4.21. Senator Nienow moves an oral amendment to Senator Thompson’s oral amendment to adopt the language to include ‘effective after Feb 1, 2014.’ Senator Thompson requests a roll call. With a roll call of 12 Y and 0 N. Motion prevails and the amendment is adopted. Senator Dahle moves that SF 1224 Basic skills requirements for teacher candidates and licensure clarification; teacher licensure advisory task force establishment-be recommended to pass as amended and be re-referred to State & Local Government. Senator Peterson moves an oral amendment to delete the word ‘must’ and add the word ‘may’ in line 1.22 in SF 1224. Senator Dahle states that such change has already been made in SF. 1224. Senator Peterson withdraws the amendment. Senator Dahle renews his motion to move SF 1224 Basic skills requirements for teacher candidates and licensure clarification; teacher licensure advisory task force establishment-be recommended to pass as amended and be re-referred to State & Local Government. Motion prevailed. SF 952 (Hayden) - 13th grade pilot project establishment and appropriation. Testifiers: 1. Scott Gray, President & CEO of Minneapolis Urban League 2. Ron Simmons, Principal, Urban League Academy 3. Student, Urban League Academy 4. Dan McConnell, Business Manager, Minneapolis Building Trades Council Senator Nelson moved to make an oral amendment to line 1.20 to change the number ‘100’ to ’50.’ Motion prevailed and the amendment is adopted. Senator Hayden moves-SF 952 (Hayden) 13th grade pilot project establishment and appropriation-to be recommended to pass as amended and be re-referred to the State & Local Government Committee. Motion prevailed.
