Senator Ann H. Rest called the meeting to order at 8:50 a.m.

Approval of the minutes from 3/18/26

The minutes from March 18, 2026 were approved as presented

S.F. 4544: Senator Cwodzinski: City of Eden Prairie special tax increment financing rules authorization.

Testifier: Rick Getschow – City Manager, City of Eden Prairie

Senator Rest moved that S.F. 4544, be laid over.

S.F. 3694: Senator Johnson Stewart: City of Minnetonka local sales and use tax imposition authorization.

Senator Putnam moved the A-1 amendment. The motion prevailed, and the amendment was adopted. Testifier: Rebecca Schack – Mayor, City of Minnetonka

Senator Rest moved that S.F. 3694, as amended, be laid over.

S.F. 3910: Senator Xiong: Maplewood authorization to impose a local sales and use tax.

Senator Putnam moved the A-1 amendment. The motion prevailed, and the amendment was adopted. Testifier: Marylee Abrams – Mayor, City of Maplewood

Senator Rest moved that S.F. 3910, as amended, be laid over.

S.F. 4181: Senator Westrom: Douglas County authorization to impose a local sales tax.

Testifiers: Lee Katzmarek – County Coordinator and HR Director, Douglas County Kevin Lee – President, Douglas County Library Board Senator Rest laid over S.F. 4181

Senator Rest moved that S.F. 4181, be laid over.

S.F. 4314: Senator Westrom: Alexandria authorization to impose a local sales tax.

Testifiers: Marty Schultz – City Administrator, City of Alexandria Nicole Mace – City Council Member, City of Alexandria

Senator Rest moved that S.F. 4314, be laid over.

S.F. 4539: Senator Westrom: Sauk Centre local sales tax authorization modification.

Senator Rest moved that S.F. 4539, be laid over.

S.F. 2437: Senator Dibble: Definition modification of residential generator.

Senator Dibble moved the A-2 amendment. The motion prevailed, and the amendment was adopted. Testifiers: Emily Barker – Executive Director, Reuse Minnesota Deanna Smiley Gulliford – Director of Public Affairs, Goodwill Easter Seals Minnesota

Senator Rest moved that S.F. 2437, be laid over.

S.F. 4518: Senator Dibble: Businesses collection of tourism improvement district charges from purchasers authorization provision and certain definitions modifications.

Testifiers: Melvin Tennant – President and CEO, Meet Minneapolis Joanna Bayers – Legislative Liaison, Minnesota Department of Revenue

Senator Rest moved that S.F. 4518, be laid over.

S.F. 4253: Senator Putnam: Commissioner of revenue not including certain taxpayers on liquor posting temporary authority provision.

Senator Putnam moved an oral amendment: on line 1.21 delete “2026” and insert “2027” The motion prevailed and the amendment was adopted Testifier: Angie Whitcomb – President and CEO, Hospitality Minnesota

Senator Rest moved that S.F. 4253, as amended, be laid over.
