Senator Matt D. Klein called the meeting to order at 8:29 a.m.

Call to Order

Adoption of the minutes from 1/29/25

The minutes from January 29, 2025, were approved as presented.

S.F. 441: Senator Coleman: Temporary income tax credit for the purchase and installation of solar energy systems authorization.

Senator Putnam offered the A-1 amendment, the motion carried and the amendment was adopted. Testifiers: Logan O’Grady – Minnesota Solar Energy Industry Association Patty O’Keefe – Midwest regional director, Vote Solar Bobby King – MN Program Director, Solar United Neighbors

Senator Klein moved that S.F. 441, as amended, be laid over.

S.F. 219: Senator Abeler: Electric-assisted bicycle rebate program modification.

Testifier: CJ Lindor - Bicycle Alliance of Minnesota

Senator Dibble moved that S.F. 219, be recommended to pass and re-referred to the Transportation Committee.

S.F. 378: Senator Kreun: Certain sales and use tax collections allotment to the Minnesota Amateur Sports Commission.

Testifier: Todd Johnson - Executive Director, National Sports Center

Senator Rest moved that S.F. 378, be laid over.

S.F. 431: Senator Draheim: Volunteer fire and rescue workers income tax subtraction establishment.



Senator Rest moved that S.F. 431, be laid over.

S.F. 345: Senator Klein: Nonprofit bird preservation organizations sales and use tax exemption authorization.

Senator Klein offered the A-1 amendment, the motion prevailed, and the amendment was adopted. Testifier: Mark Pederson - State Policy Chair-Elect, Ducks Unlimited

Senator Rest moved that S.F. 345, as amended, be laid over.

S.F. 455: Senator Nelson: Nonprofit outpatient rehabilitation clinics sales and use tax exemption establishment.

Senator Nelson offered the A-2 amendment, the motion prevailed, and the amendment was adopted. Testifier: Dr. Melanie Brennan - Doctor of Physical Therapy, Therapeutic Health

Senator Rest moved that S.F. 455, as amended, be laid over.
