Present: Senator Jennifer A. McEwen - Chair, Senator Grant Hauschild - Vice Chair, Senator Gene Dornink, Senator Glenn H. Gruenhagen, Senator Robert J. Kupec, Senator John Marty, Senator Clare Oumou Verbeten, Senator Sandra L. Pappas

Absent: Senator Bill Lieske, Senator Nathan Wesenberg

Senator Jennifer A. McEwen called the meeting to order at 5:45pm.

S.F. 3852: Senator McEwen: Policy and technical changes to construction codes and licensing provisions.

Chair Jen McEwen gave an overview of actions taken at the previous hearing: 

-The recommendation and passage of Senate File 4708, as amended, and re-referral to Senate Commerce and Consumer Protection Committee.

-The adoption of the A-1, A-9, and the oral amendment deleting Section 6 of Senate File 3852.

-The rejection of the A-6, A-10 lines 1.1 to 1.13, and A-10 lines 1.15 to 1.22 amendments to Senate File 3852.


The gavel is passed to Chair Hauschild at 5:45pm.

 

Chair Grant Hauschild took Senate File 3852 from the table.

 

Senator John Marty moved the A-2 amendment.

            The A-2 amendment is adopted along a voice vote.

 

Discussion.

 

Senator McEwen moved that SF 3852, as amended, be recommended to pass, and be sent to the Senate Floor for consideration.

            The motion is adopted along a voice vote.

 

Senator McEwen moved that S.F. 3852, as amended, recommended to pass and placed on the Consent Calendar. - MOTION ADOPTED.

S.F. 4298: Senator Mitchell: Electric vehicle charging infrastructure in all new residential buildings that provide on-site parking facilities requirement.

Senator Nicole Mitchel presented Senate File 4298.

 

Senator Sandy Pappas moved the A-2 authors amendment.

            The A-2 is adopted along a voice vote.

 

Carolyn Berninger, Driver Electric Minnesota testified in favor of SF 3852 as amended.

 

Nick Erickson, Senior Policy Director for Housing First Minnesota testified to concerns with SF 3852, as amended.

 

Discussion.

 

Mr. Erickson returned to answer member questions.

 

Greg Metz, State Building Official for the Minnesota Department of Labor & Industry, answered member questions.

 

Senator Pappas moved that SF 4298, as amended, be recommended to pass, and be re-referred to the Senate State & Local Government and Veterans Committee.

            The motion is adopted along a voice vote.

 

Senator Pappas moved that S.F. 4298, be recommended to pass and re-referred to the State and Local Government and Veterans Committee. - MOTION ADOPTED.

S.F. 4593: Senator Xiong: Wage theft prevention and use of responsible contractors when the Minnesota Finance Agency provides financial assistance for development of multiunit residential housing requirement.

Senator Tou Xiong presented Senate File 4593.

 

Senator Kupec moved the A-4 amendment.

            The A-4 amendment is adopted along a voice vote.

S.F. 3197: Senator Hauschild: Commissioner of labor and employment requirement to develop a workplace poster identifying veterans\' benefits and services.

Senator Hauschild presented Senate File 3197.

 

Senator Hauschild moved the A-1 amendment.

            The A-1 amendment is adopted along a voice vote.

 

Kyle Makarious, Lobbyist for Minnesota State Building & Construction Trades Council testified in favor of SF 3197, as amended.

Senator Hauschild moved that SF 3197, as amended, be recommended to pass and re-referred to the Senate Taxes Committee.

            The motion is adopted along a voice vote.
