Present: Senator D. Scott Dibble - Chair, Senator Liz Boldon, Senator Jim Carlson, Senator Julia E. Coleman, Senator Foung Hawj, Senator Jeff R. Howe, Senator John R. Jasinski, Senator Andrew R. Lang, Senator Jennifer A. McEwen, Senator Kelly L. Morrison

Chair D. Scott Dibble called the meeting to order at 3:05pm. After each agenda item, time was allotted for committee discussion and potential amendments.

S.F. 3993: Senator Boldon: Active transportation requirements amendments including electric bicycles and sales regulations, complete streets requirements, drivers education and certain citation issuance authority.

Senator Liz Boldon presented S.F. 3993 - Active transportation requirements amendments including electric bicycles and sales regulations, complete streets requirements, drivers education and certain citation issuance authority.

Senator Boldon moved the A6 amendment. This motion passed via voice vote and the A6 amendment was adopted.

Testimony was heard from the following individuals:

  • CJ Lindor, BikeMN

Vice Chair Kelly L. Morrison offered the A5 amendment. This amendment was withdrawn.

Senator Boldon moved that S.F. 3993 pass as amended and be referred to the committee on Commerce and Consumer Protection. The motion prevailed via voice vote.


S.F. 2026: Senator Mohamed: Speed safety camera enforcement.

Senator Zaynab Mohamed presented S.F. 2026 - Speed safety camera enforcement.

Senator Mohamed offered the A1 amendment. This amendment was moved by Vice Chair Morrison. The motion prevailed via voice vote.

Senator Jeff R. Howe moved the A2 amendment. He requested a roll call which was granted.

  • Yes: Jasinski, Coleman, Howe, Lang
  • No: Dibble, Morrison, Boldon, Carlson, Hawj
  • Absent: McEwen

With four votes in favor and five against, the motion did not prevail and the amendment was not adopted.

Senator John R. Jasinski moved the A3 amendment. This amendment was withdrawn.

Senator Boldon moved that S.F. 2026 pass as amended and be referred to the committee on Judiciary and Public Safety. This motion prevailed via voice vote.


S.F. 2332: Senator Morrison: Trunk Highway 7 corridor coalition appropriation.

Vice Chair Morrison presented S.F. 2332 - Trunk Highway 7 corridor appropriation.

Testimony was heard from the following individuals:

  • Lisa Whalen, Minnetrista Mayor
  • Tom Fletcher, Greenwood Mayor
  • Jennifer Labadie, Shorewood Mayor

S.F.2332 was laid over for future consideration in an omnibus.
