Present: Senator Jennifer A. McEwen - Chair, Senator Grant Hauschild - Vice Chair, Senator Gene Dornink, Senator Glenn H. Gruenhagen, Senator Robert J. Kupec, Senator Bill Lieske, Senator John Marty, Senator Clare Oumou Verbeten, Senator Sandra L. Pappas, Senator Nathan Wesenberg

Senator Grant Hauschild called the meeting to order at 12:44pm.

S.F. 4708: Senator McEwen: Metropolitan Airports Commission health and welfare benefits requirement provision, imposing penalties, and creating a civil action.

Senator Jen McEwen presented Senate File 4708.

 

Senator McEwen moved the A-1 authors amendment.

             The A-1 was adopted along a voice vote.

 

The following individuals testified in favor of SF 4708, as amended:

            Faduma Hirsi, worker at MSP Int. Airport, member of SEIU Local 26

                        Translation services provided by Abdisamad Adan

            Osman Sheik, worker at MSP Int. Airport, member of SEIU Local 26

The following individuals testified in opposition to SF 4708, as amended:

            Mitch Killian, Vice-President, Metropolitan Airports Commission

Samantha Diaz, Political Director for SEIU Local 26, answers member questions.

 

Senate Counsel Carlon Doyle Fontaine answered technical questions.

Senator McEwen moved that SF 4708, as amended, be recommended to pass and re-referred to the Senate Commerce and Consumer Protection Committee.


Senator McEwen moved that S.F. 4708, as amended, recommended to pass and re-referred to the Commerce and Consumer Protection Committee. - MOTION ADOPTED.

S.F. 3852: Senator McEwen: The DE amendment contains the most up to date language from SF3495, SF3638, SF3721, SF3725, SF3793, SF3842, SF3850, SF3852, SF3890, SF3947, SF3948, SF4384, SF4709.

Senator McEwen presented Senate File 3852.

 

Senator McEwen moved the A-1 authors amendment.

            The A-1 amendment is adopted along a voice vote.

 

Senator McEwen walked through the provisions of the bill.

 

Senator McEwen offered the A-9 amendment.

 

Josiah Moore, Legislative Coordinator for the Minnesota Department of Labor & Industry answered member questions relating to the A-9 amendment.

 

Senator McEwen renewed her motion and moved the A-9 amendment to be adopted.

            The A-9 is adopted along a voice vote. 

 

Senator McEwen offered the following oral amendment to the A-1 amendment:

            Page 60, delete Section 9.

                        The oral amendment to the SF 3852, as amended by the A-1 is adopted on a voice vote.

 

Kate Perushek, Deputy Commissioner of the Minnesota Department of Labor & Industry testified in favor of SF 3852, as amended.

 

Mr. Moore returned to answer member questions.

 

Senator Bill Lieske offered the A-6 amendment.

            The A-6 amendment fails along a voice vote.

 

Senator Glenn Gruenhagen offered the A-10 amendment.

            Senator Gruenhagen divided his amendment into two.

 

Senator Gruenhagen moved lines 1.1 to 1.13 of the A-10 amendment.

 

Discussion.

 

Senator Gruenhagen renewed his motion to adopt lines 1.1 to 1.13 of the A-10 amendment 

Lines 1.1 to 1.13 of the A-10 fail along a voice vote.

 

Senator Gruenhagen moved lines 1.15 to 1.22 of the A-10 amendment.

            Lines 1.15 to 1.22 of the A-10 fail along a voice vote.

 

SF 3852, as amended, is laid on the table.

 

Chair Hauschild adjourned the Senate Labor Committee at 2:34pm.

 

Senator Hauschild moved that S.F. 3852, be laid on the table. - MOTION ADOPTED.
