Present: Senator Jennifer A. McEwen - Chair, Senator Grant Hauschild - Vice Chair, Senator Gene Dornink, Senator Glenn H. Gruenhagen, Senator Robert J. Kupec, Senator Bill Lieske, Senator John Marty, Senator Clare Oumou Verbeten, Senator Sandra L. Pappas, Senator Nathan Wesenberg

Senator Jennifer A. McEwen called the meeting to order at 12:34pm.

Call to Order


S.F. 4483: Senator Oumou Verbeten: Misclassification of employees prohibition.

Chair Jen McEwen called the Senate Labor Committee to order at 12:34pm.

 

Senator Clare Oumou Verbeten presented Senate File 4483.

 

Senator Oumou Verbeten moved the A-1 amendment.

            The A-1 amendment was adopted along a voice vote.

 

Commissioner Nicole Blissenbach of the Department of Labor & Industry joined the witness table to walk through SF4483 as amended.

 

The following individuals offered testimony in support of SF4483 as amended:

            Melissa Hysing, Minnesota AFL-CIO Legislative Director

            Mark Bradly, SAG-AFTRA Twin Cities, President

            Richard Kolodziejski, North Central Regional Council of Carpenters, Government Affairs Director

            Micayla Ter Wee, AFL-CIO, former misclassified worker

            Charlie Cushing, IATSE Local 745, Business Representative

            Jesse Madison, Purple Tally Productions, CEO & Founder

 

The following individuals offered testimony in opposition to SF4483 as amended:

            Laura Ziegler, Associated General Contractors, Government Affairs Director

            John Hausladen, Minnesota Trucking Association, President

            Peter Coyle, Larkin-Hoffman Lobbyist on behalf of Housing First Minnesota

            Adam Hanson, Associated Builders & Contractors of Minnesota and North Dakota

 

Discussion.

 

Commissioner Blissenbach rejoined the witness stand to answer technical questions.

 

Carin Mrotz, Sr. Policy Advisor to the Minnesota Attorney General’s office joined the witness stand to answer technical questions.

 

Senator Dornink moves the A-2 amendment.

            The A-2 amendment fails along a voice vote, and is not adopted.

 

Senator Oumou Verbeten moved that SF4483 as amended, be recommended to pass and be re-referred to the Senate State & Local Government and Veterans Committee.

                Senator Gruenhagen requested a roll call vote.

 

AYE: McEwen, Hauschild, Kupec, Marty, Oumou Verbeten, Pappas.

NAY: Dornink, Gruenhagen, Lieske, Wesenberg.

 

There being 6 ayes and 4 nays, the motion is adopted and Senate File 4483, as amended is recommended to pass and re-referred to the Senate State & Local Government and Veterans Committee.

 


Senator Oumou Verbeten moved that S.F. 4483, be recommended to pass and re-referred to the State and Local Government and Veterans Committee. - MOTION ADOPTED.
