Senator Erin P. Murphy called the meeting to order at 12:37 pm.

S.F. 1424: Senator Murphy: Interagency transfer reports repeal.

Senator Mitchell assumed Chair duties.

 

Senator Murphy presented SF 1424.

 

Testimony was heard from Britta Reitan and Jennifer Hassemer. 

 

Senator Mitchell laid SF1424 over for possible inclusion in omnibus. 


Senator Mitchell moved that S.F. 1424, be laid over for possible inclusion in the omnibus bill.

S.F. 1426: Senator Murphy: Types of collateral the Executive Council may approve for deposit specification with the commissioner of management and budget.

Senator Mitchell laid SF1426 over for possible inclusion in omnibus bill. 


Senator Mitchell moved that S.F. 1426, be laid over for possible inclusion in the omnibus bill.

S.F. 2225: Senator Mitchell: Data practices provisions modifications; Office of Collaborative and dispute resolution and Office of Enterprise Sustainability establishment.

Gustafson assumed Chair duties.

 

Senator Mitchell presented SF 2225.

 

Testimony was heard from Julie Bayerl.

 

Senator Maye Quade moved SF2225 be recommended to pass and be referred to Committee on Judiciary and Public Safety. 

Motion prevailed via voice vote.


Senator Maye Quade moved that S.F. 2225, be recommended to pass and re-referred to the Judiciary and Public Safety Committee. - MOTION PREVAILED.

S.F. 2247: Senator Mitchell: Budget establishment for the Department of of Military Affairs and the Department of Veteran Affairs.

Senator Mitchell presented SF 2247.

 

Testimony was heard from Don Kerr, DMAG Ben Johnson, MDVA.

 

Senator Gustafson laid SF2247 over for possible inclusion in omnibus. 


Senator Gustafson moved that S.F. 2247, be laid over for possible inclusion in the omnibus bill.

S.F. 1509: Senator Mitchell: Veterans\' spouses and current military service members\' spouses\' permission to receive eye movement desensitization and reprocessing therapy through the veterans resilience project.

Senator Mitchell presented SF 1509.

 

Testimony was heard from Eric Wickiser, Veterans Resilience Project; Major Jonna Phillips , Veterans Resilience Project; Jacob Thomas; Tom McKenna.

 

Senator Gustafson laid SF1509 over for possible inclusion in omnibus. 


Senator Gustafson moved that S.F. 1509, be recommended to pass for possible inclusion in the omnibus bill.

S.F. 2420: Senator Housley: Forest Lake Veterans Memorial appropriation.

Senator Murphy assumed Chair duties.

 

Senator Housley presented SF 2420.

 

Testimony was heard from Ron Miller and  Mark Finnemann. Chair Murphy laid SF2420 over for  possible inclusion in omnibus. 


Senator Murphy moved that S.F. 2420, be laid over for possible inclusion in the omnibus bill.

S.F. 1290: Senator Howe: Appropriation to fund post-9/11 veteran bonuses.

Senator Howe presented SF 1290.

 

Testimony was heard from Ben Johnson, MDVA.

 

Chair Murphy laid SF1290 over for possible inclusion in omnibus. 


Senator Murphy moved that S.F. 1290, be laid over for possible inclusion in the omnibus bill.

S.F. 2181: Senator Howe: Minnesota Military and Veterans Museum appropriation.

Senator Howe presented SF 2181. Testimony was heard from Randal Dietrich, MN Military Museum Executive Director.

 

Senator Lang moved to orally amend SF2181 as follows: "on page 1, line 7 strike each '$600,000' and replace with '$300,000'".

 

Motion prevailed. 

 

Chair Murphy laid SF 2181 over for possible inclusion. 


Senator Murphy moved that S.F. 2181, as amended, laid over for possible inclusion in the omnibus bill.

S.F. 1649: Senator Lang: Eligibility expansion for the post-9/11 veterans bonus program.

Senator Lang presented SF1649; testimony was hear from Rachael Hill, American Legion and Ben Johnson, Minnesota Department of Veteran Affairs. 

 

Chair Murphy laid SF1649 over for possible inclusion in omnibus. 


Senator Murphy moved that S.F. 1649, be laid over for possible inclusion in the omnibus bill.

S.F. 702: Senator Lieske: State veterans cemetery burial fee removal for spouses and dependents of eligible veterans.

Senator Lieske presented SF702. Testimony was heard from Jack Schlichting. 

Senator Jasinski moved SF702A2. 

Motion prevailed. 

Chair Murphy laid SF702, as amended, over for possible inclusion in omnibus. 


Senator Murphy moved that S.F. 702, as amended, laid over for possible inclusion in the omnibus bill.

S.F. 2118: Senator Lang: Veterans service organization\'s appropriations.

Senator Lang presented SF2118. Testimony was heard from Ben Johnson, Minnesota Department of Veterans Affairs.

 

Chair Murphy laid SF2118 over for possible inclusion in omnibus. 


Senator Murphy moved that S.F. 2118, be laid over for possible inclusion in the omnibus bill.

S.F. 1237: Senator Utke: Veteran retreats appropriation.

Senator Utke presented SF1237; testimony was heard from Cara Ruff, Camp Bliss and Marty Seifert, Camp Bliss. 

Senator Bahr moves to orally amend SF1237 as follows:

- On page 1, line 9 remove ":" and insert "." in its place

- On page 1, lines 10 and 11, strike "provide therapy, transportation, and activities customized for eligible veterans and their family members"

-On page 1, line 12 strike "(2)" and insert "(1)" in it's place.

Motion prevailed. 

Chair Murphy laid SF1237, as amended, over for possible inclusion omnibus bill. 


Senator Murphy moved that S.F. 1237, be laid over for possible inclusion in the omnibus bill.
