Present: Senator David J. Tomassoni - Chair, Senator Jason Rarick - Vice Chair, Senator Gregory D. Clausen, Senator Michael P. Goggin, Senator John R. Jasinski, Senator Aric Putnam

Absent: No Members Absent

Senator David J. Tomassoni called the meeting to order at 1 p.m. A quorum was present.

S.F. 526: Senator Koran: Black Men Teach Twin Cities grant appropriation.

Senator Koran, chief author of S.F.526, presented the bill (see bill, summary and handout #1).  The title is as follows:

A bill for an act    relating to higher education; authorizing a grant to Black Men Teach Twin Cities
    to increase the number of black male teachers; requiring a report; appropriating
    money.

Testifying in support of S.F. 526 were the following individuals:

    1) Dr. Rhoda Mhiripiri-Reed, Superintendent of Hopkins Public Schools

    2) Markus Flynn, Executive Director of Black Men Teach

    3) Keith Durham, Jr., Hamline University student and Black Men Teach Fellow

    4) Josh Crosson, Executive Director of Ed Allies

    5) Scott Croonquist, Executive Director of Association of Metropolitan School Districts

Questions and comments from committee members ensued.

Following discussion, the chair announced that S.F. 526 would be laid over for possible inclusion in the Higher Education omnibus bill.

 


S.F. 797: Senator Abeler: Aspiring Minnesota Teachers of Color Scholarship Program establishment; student teacher grants and teacher shortage loan forgiveness provisions modifications; appropriating money.

Senator Clausen, a co-author on S.F. 797, presented the bill on behalf of the chief author, Senator Abeler (see bill, summary and handouts #2 and 3).  The title is as follows:

                                                    A bill for an act
    relating to higher education; strengthening the Increase Teachers of Color Act in
    higher education; creating a new scholarship program for aspiring teachers of
    color; modifying provisions for student teacher grants and teacher shortage loan
    forgiveness; requiring a report; appropriating money; amending Minnesota Statutes
    2020, sections 136A.1275; 136A.1791; proposing coding for new law in Minnesota
    Statutes, chapter 136A; repealing Minnesota Rules, parts 4830.9100; 4830.9110;
    4830.9120; 4830.9130, subparts 2, 3.

Testifying in support of S.F. 797 were the following individuals:

    1) Paul Spies, Legislative Action Team Lead  for Coalition to Increase Teachers of

        Color and American Indian Teachers in Minnesota
