Commerce Commissioner Mike Rothman and other key state officials released the final health insurance rates and plans that will be sold on MNsure, the state-designed health insurance marketplace. The plans and rates, announced Friday, September 6, will be available to Minnesota consumers and small businesses October 1st, when Minnesota\'s health exchange officially opens. When purchased, the new health insurance plans would be effective January 1, 2014.

Last session, Governor Mark Dayton and the legislature decided to create MNsure, a state-operated health exchange authorized under the federal health care law. According to Rothman, MNsure will offer many health insurance options at premiums that will be among the lowest in the country. He also explained that Minnesotans will have multiple plans from which to choose, and throughout the state, health insurance shoppers will find plans from two to five providers.

Governor Mark Dayton met with the press corps Monday, July 8, following an extended absence from the media spotlight. His return to the Capitol follows his recovery from a hip injury, which limited his public appearances.

During his availability, the Capitol press corps pressed Governor Dayton on his views of the State Capitol renovation project. He said that self-interest will have to be pushed aside by him, lawmakers and the tenants of the building in order to restore the building and make it functional for the next 100 years.

Another topic during the media availability focused on the GOP leaders\' call for a special session to repeal the sales tax on warehousing services. (See press conferences tab on the left.) Governor Dayton cited their call as a grandstanding stunt.

Finally, the Governor answered questions regarding his ideas for new transportation revenue and a capital improvements bill.

With the goal of raising $2 billion dollars in additional revenue, DFL leaders and Governor Dayton announced a tax bill agreement that will include a two percent income tax hike on the top two percent of income earners.

Under the plan, married filers with taxable income of $250,000 and single filers with $150,000 in taxable income will pay a tax rate of 9.85 percent.

Scratched from the agreement is a tax on alcohol, but cigarette taxes will jump, as will taxes on some corporations through revised efforts to close loopholes. As previously announced, consumers will not pay sales taxes on clothing or services, but some business-to-business sales taxes will be applied, such as telecommunications equipment and warehouse storage. Local governments will receive a sales tax exemption.

The DFL leaders also announced an agreement to provide property tax relief and to use the expected current biennium fund balance to help accelerate school district payments. The plan for income tax surcharge, orginally in the House tax bill, is excluded from the final agreement.
