Section 1. Evidence-based Education Grants.

Subdivision 1. Purpose and applicability. The purpose of this section is to create a process to describe, measure, and report on the effectiveness of grant programs funded through funds appropriated by the legislature to the commissioner for grants to organizations.

Subdivision 2. Goals. Requires a grant applicant to include a statement of the goals of the grant in the grant application. The stated goals must be aligned to the state’s world’s best workforce and Every Student Succeeds Act accountability systems.

Subdivision 3. Strategies and data. Requires the grant applicant to include in the application a description of the strategies that will be used to meet the stated goals and a data collection plan to measure the effectives of the strategies.

Subdivision 4. Reporting. Requires a grant recipient to compile a report that describes the data that was collected and evaluate the effectiveness of the strategies. Requires the report to be submitted to the commissioner and the legislature and be filed with the Legislative Reference Library.

Effective Date: Makes the section effective July 1, 2019.
