Section 1. Legislative report. The Metropolitan Council must submit an annual report to the legislature regarding transit safety.

Section 2. Minimum standards. Light rail transit vehicles must have a camera that is capable of recording the operator and the interior of the vehicle near the operator.  This section is effective August 1, 2020, and applies to existing and and new light rail transit vehicles. 

Section 3. Staffing complement. The Metropolitan Council must not reduce the number of Metro Transit peace officers below the average staffing levels for the three most recent years. This section is effective the day following final enactment.

Section 4. Paid fare zones. The Metropolitan Council must establish and clearly mark paid fare zones at stations and stops where there is barrier-free, self-service fare collection.  This section is effective August 1, 2020.

Section 5. Mandator ban. A person convicted of a crime that was committed in a transit vehicle or transit facility is banned from using Metro Transit for six months or a year, depending on the crime.  This section is effective August 1, 2020.

Section 6. Appropriation; additional metropolitan transit police officers.  $1,908,000 in fiscal year 2022, and $4,389,000 in fiscal year 2023 is appropriated from the general fund to the chair of the Metropolitan Council to increase the number of transit police officers.
