Section 1. Collaborative Urban and Greater Minnesota Educators of Color Grant Program. Requires the commissioner of education to award the Collaborative Urban and Greater Minnesota Educators of Color Grant Program competitive grants instead of the Professional Educator Licensing and Standards Board (PELSB).

Section 2. Hiring bonuses. Allows a school board to give a new employee a hiring bonus for those teachers working in a shortage area. Requires a school board to establish criteria for the repayment of a hiring bonus if the employee does not complete two years of teaching in the district.

Section 3. Department of Education. Changes the appropriation of general fund money to the Department of Education instead of PELSB.

Section 4. Collaborative urban and greater Minnesota educators of color grants. Changes the body able to retain three percent of the appropriation amount to monitor and administer the grant program to the department of education instead of PELSB. Allows some of the funds to be transferred to the Office of Higher Education as determined by the commissioner of education and the commissioner of the Office of Higher Education instead of the executive director of PELSB.
