Section 1. Definitions. Adds the definition of “school” for purposes of clarifying which student learners are eligible for participation in the youth skills training program.

Section 2. Duties. Requires the commissioner of labor and industry to ensure that student learners enrolled in home schools, charter schools, or nonpublic schools are given consideration for participation in youth skills training programs.
