Section 1 [Adopting Standards] eliminates authority for the Pollution Control Agency (PCA) to adopt standards for maximum allowable standards of emission of air contaminants from motor vehicles.

Section 2 [Appropriation; Study of Economic Impact of Adopting California Motor Vehicle Emissions Standards] appropriates money from the general fund in FY 2021 for the commissioner of the PCA to conduct a study of the anticipated economic impact of the state adopting California’s emission standards for new motor vehicles. The commissioner must report the results of the study by February 1, 2023, to the legislature.
