S.F. No. 3271 - Property Tax Statements; Soil & Water Conservation District Funding (as proposed to be amended by A-1)

Author: Senator Jason Rarick

Prepared By: Eric S. Silvia, Senate Counsel (651/296-1771)

Date: March 3, 2020

SF 3271 requires that the amount of a county’s property tax levy that is attributable to a soil and water conservation district must be listed on a separate line on the property tax statement directly under the appropriate county’s levy.

Soil and water conservation districts are not special taxing districts and therefore do not have the authority to adopt and certify a property tax levy. The district presents a budget to the county board for consideration and the county may levy the amount requested, or another amount as determined by the county.

Effective beginning with taxes payable in 2021 and thereafter.
