S.F. No. 3243 - Expanding Grants for Students with Intellectual and Developmental Disabilities to Institutions in States Sharing a Geographic Border with Minnesota

Author: Senator Jim Abeler

Prepared By: Joan White, Senate Counsel (651/296-3814)

Date: February 26, 2020

This bill amends the section of law related to grants for postsecondary students with intellectual and developmental disabilities. The bill expands the definition of “eligible institution” to include institutions that are located in a state that shares a geographic border with Minnesota that operate a comprehensive transition and postsecondary program as defined in federal law, maintain academic standards substantially equivalent to those of comparable institutions in Minnesota, and have established an institutional participation agreement with the Office of Higher Education.

The bill also limits the amount of funds that may be awarded to students who attend a school outside of Minnesota to 25 percent of the total amount of grants awarded.

This bill is effective July 1, 2021.
