S.F. No. 1416 ends the twice-a-year time changes.  This change is effective following the enactment of an amendment to federal law authorizing states to observe advanced standard time year-round. Advanced standard time is also known as daylight saving time, which is currently observed from the second Sunday in March to the first Sunday in November.
