Author: Senator Paul J. Utke

Prepared By: Liam Monahan, Senate Analyst (651/296-1791)

Date: February 14, 2020

Section 1 (256B.4914, subdivision 5, paragraph (a), clause (14)) changes the reimbursement rate for employment exploration services to be consistent with employment development services.

Section 2 (256B.4914, subdivision 10a, paragraph (d)) modifies an existing requirement that the Commissioner of Human Services analyze reported costs of providing disability waiver services. The commissioner must use specific data when analyzing the costs associated with waiver participants’ absences for a provider’s program. The commissioner must not make assumptions about a provider’s costs that are not supported by the data set the commissioner is required to analyze. The commissioner may not make recommendations to the legislature for adjustments to the absence and unitization factor that are not based on this analysis.
