Section 1 amends the permit to carry law to authorize a person to carry, hold, or possess a firearm in a motor vehicle, snowmobile or boat, or on or about the person’s clothes or the person, or otherwise in possession or control in a public place as long as the person is not prohibited from possessing a firearm under Minnesota or federal law.  Defines “public place” (same definition as applicable in current law).

Sections 2-8 authorize persons to seek and be issued optional permits to carry under existing law and standards if they choose to do this.

Section 9 repeals the carrying a rifle or shotgun in public law and two subdivisions of the permit to carry law that are superseded by this bill.
