The bill appropriates $3 million in fiscal year 2020 for the Director of Homeland Security and Emergency Management (HSEM) to issue grants to counties, tribes, and cities of the first class for emergency preparedness planning and preparedness activities.

Current local funding for emergency management and preparedness activities may not be supplanted by these additional state funds.

Requires the Commissioner of Public Safety to submit a report to the Legislature summarizing grantee activities and grant recipients.
