S.F. No. 2154 allows a city of the first class to establish speed limits on city streets that differ from state law. (Currently the only first class cities are Duluth, Minneapolis, St. Paul, and Rochester.) A city that establishes speed limits as provided in this section must implement the changes in a consistent and understandable manner. The city must erect signs reflecting the speed limit. The city must develop procedures to set speed limits based on the city's safety, engineering, and traffic analysis.
