Sections 1 and 2 define “recycling vehicle” and “solid waste vehicle” for purposes of chapter 169.

Section 3.  Passing parked authorized vehicles; citation; probable cause.  Expands the current law that requires drivers to move over or slow down when passing a stopped emergency vehicle (including tow trucks) to also apply to freeway service patrol vehicles; road maintenance vehicles; utility company vehicles; construction vehicles; solid waste vehicles; and recycling vehicles. These are collectively called “authorized vehicles.”

Section 4.  Warning lamp on vehicles collecting solid waste or recycling.  Allows recycling vehicles to be equipped with, and operate, a single amber warning lamp in the same manner as solid waste vehicles. The standard for the amber warning light is updated to refer to the most current Society of Automotive Engineers standard.

Section 5.  Repealer.  Repeals the subdivision in law that requires drivers to move over or slow down when passing freeway service patrol vehicles, road maintenance vehicles, utility company vehicles, or construction vehicles.

Section 6.  Effective date.  This act is effective the day following final enactment.
