Article 1 removes direct care and treatment from the Department of Human Services, establishing it as an independent state agency effective July 1, 2020.

Article 2, effective July 1, 2020, transfers to a newly established state Office of Inspector General all the duties currently performed by the Office of Inspector General at the Department of Human Services, all the licensing and regulatory duties related to health care facilities and home care providers currently performed by the Department of health, and all the duties of the Office of Health Facility Complaints at the Department of Health.
